Regulations of Jiangsu Province on National Defense Education
Chapter I General Provisions Article 1 In order to popularize and strengthen national defense education, carry forward the spirit of patriotism, enhance citizens' national defense concept, and promote national defense construction and socialist spiritual civilization construction, these Regulations are formulated in accordance with the National Defense Education Law of People's Republic of China (PRC) and other laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to national defense education within the administrative area of this province.

The term "national defense education" as mentioned in these Regulations refers to the national lifelong education that guides citizens to enhance their national defense concepts, master basic national defense knowledge, learn necessary military skills, stimulate patriotic enthusiasm, and consciously fulfill their national defense obligations. Article 3 National defense education should follow the principles of participation by the whole people, long-term persistence and practical results, and adhere to the principles of combining regular education with centralized education, combining universal education with key education, and combining theoretical education with behavioral education. Article 4 Local people's governments at various levels shall lead the work of national defense education within their respective administrative areas, incorporate national defense education into the national economic and social development plan, and create conditions for units to carry out national defense education and citizens to receive national defense education.

The local departments in charge of national defense education at or above the county level shall be responsible for organizing, guiding, coordinating and inspecting the work of national defense education within their respective administrative areas.

The China People's Liberation Army and the People's Armed Police Force stationed in this province shall, in accordance with the relevant provisions of the state and the army, assist and support local national defense education activities. Article 5 It is the common responsibility of the whole society to popularize and strengthen national defense education.

Receiving national defense education is a citizen's right and obligation according to law. Chapter II Duties of National Defense Education Article 6 Local national defense education committees at or above the county level are the competent institutions of national defense education within their respective administrative areas, and their main responsibilities are:

(a) to organize the publicity and implementation of laws, regulations and policies on national defense education;

(two) to formulate and organize the implementation of national defense education plans and plans;

(three) to coordinate and study and solve major problems in national defense education;

(four) to organize major activities of national defense education, and to guide, supervise and inspect the national defense education work of relevant departments and units;

(five) summarize and popularize the experience of national defense education, and commend the advanced models of national defense education.

The office of the National Defense Education Committee is responsible for the daily work of the National Defense Education Committee. Article 7 Departments of conscription, national defense scientific research and production, national economic mobilization, civil air defense, national defense transportation and protection of military facilities shall be responsible for national defense education in accordance with the provisions of relevant laws and regulations. Eighth cultural propaganda, press and publication, radio and television departments should incorporate national defense education into social publicity and education planning, and organize national defense education and publicity work according to the requirements of the situation and tasks.

Provincial, municipal and county (city, district) radio stations, television stations, newspapers and periodicals, government websites, etc. A national defense education column should be set up to publicize and popularize national defense knowledge. Article 9 The education department shall incorporate national defense education into the education work plan, strengthen the organization, guidance and supervision of national defense education in schools, and regularly evaluate national defense education in schools.

Schools should incorporate national defense education into school education and teaching plans and take effective measures to ensure the quality and effect of national defense education. Tenth departments of civil affairs, personnel, labor and social security shall carry out national defense education activities in combination with the preferential treatment of the army and the resettlement of retired soldiers.

Public security and judicial administrative departments shall carry out national defense education activities in combination with maintaining social order and legal publicity.

Science and technology, national security, finance, construction, transportation, sports and other departments should do a good job in national defense education according to their respective responsibilities and combined with their work characteristics. Eleventh urban residents' committees and rural villagers' committees should incorporate national defense education into the content of spiritual civilization construction in communities and rural areas, and do a good job in national defense education. Twelfth trade unions, the Communist Youth League, women's federations and other social organizations should give full play to their respective advantages and assist the people's government to carry out various forms of national defense education activities. Thirteenth enterprises and institutions should incorporate national defense education into the employee education plan, and combine political education, professional ethics education, business training, culture and sports and other activities to do a good job in national defense education in their own units.

Enterprises and institutions undertaking tasks such as national defense scientific research and production, national defense facilities construction, and national defense transportation security shall formulate corresponding national defense education plans according to the tasks, and carry out national defense education for their employees in a targeted manner.

The national defense education of Chinese employees in foreign-invested enterprises shall be organized and implemented by Chinese administrative leaders or trade unions. Chapter III Contents, Objects and Forms of National Defense Education Article 14 To carry out national defense education, the corresponding educational contents and time should be determined according to the requirements of the national defense education outline and for different educational objects, and various ways and means should be adopted to organize and implement it in different categories. Article 15 The content of national defense education should highlight patriotism, reflect the need to safeguard national security and unity and safeguard national development interests, and be determined according to the theories, principles and principles of national defense and military modernization.

The basic contents of national defense education include national defense theory, national defense knowledge (including basic knowledge of civil air defense), national defense history, national defense laws and regulations, national defense situation and tasks, and national defense skills. All regions, departments and units should flexibly set up educational content in light of actual conditions.
