Popularizing and strengthening national defense education is the common responsibility of the whole society. Article 5 People's governments at all levels shall lead the work of national defense education within their respective administrative areas.
Resident military organs such as people's armed forces departments of provincial military regions, military sub-regions (garrison areas) and counties (cities, districts) shall assist and support local people's governments in carrying out national defense education in accordance with the relevant provisions of the state and the army. Chapter II Institutions and Duties of National Defense Education Article 6 Institutions responsible for national defense education at or above the county level shall be equipped with full-time personnel, co-located in military and civilian areas, and be responsible for organizing, guiding, coordinating and inspecting national defense education within their respective administrative areas. Its main responsibilities are:
(a) to publicize and implement the laws, regulations and policies of national defense education;
(two) to formulate and implement the national defense education plan;
(3) Organizing theoretical research on national defense education and strengthening the construction of national defense education teachers;
(four) summarize and popularize the experience of national defense education, and publicize the advanced models of national defense education;
(five) to inspect and guide the work of national defense education;
(six) responsible for other work of national defense education. Article 7 Departments in charge of cultural propaganda, radio and television, online media, etc. shall regard national defense education as an important part of social propaganda, guide and urge the news media to strengthen the theme propaganda of national defense education, and organize the creation, performance, publication, exhibition, display and distribution of literary, artistic, film and television and animation works with national defense and military themes.
The competent education department shall incorporate national defense education into the education work plan and be responsible for organizing, guiding, supervising, inspecting and evaluating the national defense education in schools.
Human resources and social security, civil affairs, veterans affairs, judicial administration and other departments. Should be in accordance with their respective responsibilities, do a good job in national defense education. Article 8 Trade unions, communist youth leagues, women's federations and other relevant social organizations shall, according to the characteristics of their respective working objects, assist the people's governments in developing national defense education. Ninth Township People's governments and sub-district offices shall determine the person in charge of national defense education and organize national defense education activities. Article 10 Residents' committees and villagers' committees shall incorporate national defense education into the construction of socialist spiritual civilization, and carry out national defense education for residents and villagers in combination with conscription, supporting the army and giving preferential treatment to its dependents, joint construction of the army and the people, and major festivals and anniversaries. Eleventh state organs, social organizations, enterprises and institutions, grassroots mass autonomous organizations to carry out national defense education activities at least once a year, the person in charge shall bear the responsibility of organizing and leading national defense education, take the lead in participating in national defense education activities. Chapter III Contents and Forms of National Defense Education Article 12 The contents of national defense education shall carry forward socialist core values, highlight patriotism, reflect the needs of safeguarding national sovereignty, security and national development interests, and be determined according to the theories and principles of national defense and military modernization.
The basic contents of national defense education include national defense theory, national defense knowledge, national defense history, national defense laws and regulations, national defense situation and tasks, national defense skills, and basic knowledge and skills of civil air defense.
The department in charge of national defense education shall, in combination with major international and domestic historical events, major revolutionary historical deeds and typical heroes of this province, set up national defense education contents that reflect local history, humanities and regional characteristics, closely follow local reality, and highlight Lingnan characteristics and marine characteristics. Article 13 National defense education should be popularized to the whole society, with emphasis on leading cadres, young students, militia and reserve personnel. Article 14 National defense education should adapt to local conditions and innovate methods, which can take the following forms:
(1) Publishing newspapers, books and e-books;
(2) Creation of films, television, operas and animation works;
(3) Making videos, audio-visual products and game software;
(4) Publishing and broadcasting public service advertisements for national defense education;
(5) Holding theoretical seminars, special lectures, reports and knowledge contests;
(six) to carry out business training, military training, military experience, cultural and sports activities;
(seven) visit the national defense education base and other places;
(eight) the use of traditional media and modern media to carry out publicity and education. Fifteenth national defense education of leading cadres should be included in the annual study plan, combined with on-the-job theoretical study and professional training, taking the form of situation report, theoretical teaching, organizing military days and participating in military exercises.
Educational institutions responsible for training national staff should incorporate the national defense education of leading cadres into the training plan and offer national defense education courses. Article 16 Institutions of higher learning should incorporate national defense education into their teaching plans, provide full-time national defense education teachers as needed, and provide students with comprehensive and systematic national defense education by offering military theory courses and training military skills, so that they can master basic national defense knowledge and skills.
