There is a circular circulated on the Internet entitled "Notice of the Ministry of Education on Standardizing Public Schools to Organize or Participate in Organizing Private Compulsory Education Schools", which is a document jointly issued by the Ministry of Education and other eight central ministries and commissions.

The official document does not say that all private colleges should be abolished, but that "public participation" schools should be standardized.
