Education law is more serious than criminal law. There are three types of educational legal responsibility: administrative legal responsibility, civil legal responsibility and criminal legal responsibility, of which the most serious is criminal legal responsibility. The education law is enforced by the state, and it is a law, and its level is absolutely higher than the policy. China's "Education Law" is a basic law, which is formulated by the whole country, and its status is second only to the Constitution. Like the general principles of criminal law and civil law, it is applicable throughout the country. The subjects of educational decision-making are different. The State Council, a subordinate department of the State Council, such as the Ministry of Education, is a provincial, city and county government or its working department. The effect is absolutely lower than the education law, and the content must not conflict with the education law, otherwise it will not be applicable or even revoked.
