The meaning of this sentence is that Chu is indeed a place where talented people come forth in large numbers, and Yuelu Academy is a club where talented people gather. "Only Chu has talent and prospers in Si" is a couplet at the entrance of Yuelu Academy of Hunan University in Changsha, Hunan Province. This is a typical antithetical couplet.
