1956 On August 23rd, according to the Central Committee of the Communist Party of China's instructions on preventing sudden attack by imperialism, Shanghai Construction Communications Office compiled and submitted the Preliminary Plan of Shanghai Metro, and established the Shanghai Metro Preparation Office.
