Chapter I General Provisions Article 1 In order to guarantee the equal right of school-age children and adolescents to receive compulsory education, promote the balanced development of compulsory education, strengthen quality education, and ensure the implementation of compulsory education, these Measures are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC) and other relevant laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the implementation of compulsory education and related management activities within the administrative area of this Municipality. Article 3 Under the leadership of the State Council, compulsory education in this Municipality is implemented by the Municipal People's Government as a whole, with the district and county people's governments as the main management system.

City, district and county education administrative departments are specifically responsible for the implementation of compulsory education; Other relevant administrative departments of the city, district and county shall be responsible for the implementation of compulsory education within the scope of their respective duties.

Encourage township people's governments to support the development of compulsory education within their respective administrative areas in terms of school conditions and school funds. Article 4 This Municipality will incorporate compulsory education into the national economic and social development plan. Article 5 Compulsory education is implemented in this Municipality, and tuition fees, miscellaneous fees, textbook fees and operation fees are not charged. Article 6 The funds, teachers, school buildings, facilities and equipment required for the implementation of compulsory education shall be guaranteed by the municipal, district and county people's governments according to law. Article 7 The municipal, district and county people's governments shall rationally allocate compulsory education resources, narrow the gap between urban and rural areas, regions and schools in terms of school conditions and levels, and promote the balanced development of compulsory education. Article 8 The municipal, district and county people's governments and their education administrative departments shall promote the implementation of quality education.

Schools should carry out educational and teaching activities in accordance with the requirements of quality education. Article 9 This Municipality implements the compulsory education supervision system. The education supervision institutions of the municipal, district and county people's governments shall carry out supervision work according to law. Article 10 If a major event that violates the laws and regulations on compulsory education occurs, which hinders the implementation of compulsory education in this Municipality and causes great social impact, the people's government or the person in charge of the education administrative department with leadership responsibility shall take the blame and resign. Chapter ii management of schooling article 11 parents or other legal guardians shall send children who have reached the age of six to school to receive and complete compulsory education.

School-age children and adolescents who need to postpone or drop out of school due to their physical condition shall apply to their parents or other legal guardians for approval by the district/county education administrative department or the Township People's government. The scope of the nearest school is reasonably determined by the district and county education administrative departments according to the school layout and the number and distribution of school-age children and adolescents within their respective administrative areas, and announced to the public. Fourteenth parents or other legal guardians need to receive compulsory education in this city during their work or residence in this city, and the parents or other legal guardians shall apply to the district or county education administrative department where they live, and the district or county education administrative department shall make overall arrangements. Article 15 The judicial administrative department and the education administrative department of this Municipality shall, according to their respective duties, implement compulsory education for minors who have not completed compulsory education and minors who have taken compulsory education measures, and the funds required shall be guaranteed by the Municipal People's Government.

In accordance with the relevant provisions of this Municipality, this Municipality's reformatory for juvenile offenders and compulsory education institutions for minors are responsible for organizing and implementing the education and teaching activities of compulsory education. Article 16 For students who have received nine-year compulsory education but have not graduated from junior high school, the district and county education administrative departments shall continue to provide them with relevant cultural education or provide them with relevant vocational skills training in conjunction with the district and county human resources and social security departments until they reach the legal working age. Seventeenth schools should establish and improve the contact system with parents, set up parents' committees, and listen to the opinions of parents' committees on important matters involving students' rights and interests. Eighteenth students who violate the school management system, the school should carry out criticism and education, to help students correct their mistakes, but not to persuade or expel. Chapter III Basic Guarantees Article 19 The Municipal People's Government and its relevant administrative departments shall, in accordance with the provisions of the state, formulate the standards for school construction, per capita public funds for students and staff establishment in this Municipality.

The district and county people's governments shall ensure that the standards prescribed in the preceding paragraph are implemented within their respective administrative areas. Twentieth city, district and county people's governments should fully incorporate compulsory education into the scope of financial security, and separate compulsory education funds in the financial budget.

The city collects additional education fees according to law, which is mainly used for the implementation of compulsory education. Twenty-first Municipal People's Government may set up special funds for compulsory education according to actual needs to support the implementation of compulsory education in areas with financial difficulties in running schools. Article 22 The people's governments at all levels in this Municipality shall, in accordance with the compulsory education management system and financial management system, increase investment in compulsory education, ensure that the growth ratio of financial allocation for compulsory education is higher than the growth ratio of recurrent financial revenue, ensure that the funds for compulsory education are gradually increased according to the average number of students in school, and ensure that the salaries of teaching staff and the per capita public funds of students are gradually increased.
