First, actively develop lifelong education to serve the construction of the economic zone on the west side of the Taiwan Strait.
(A) the development of lifelong education is a concrete manifestation of the practice of "Theory of Three Represents". Lifelong education is an important way to improve the quality of citizens. Carrying out multi-specification, multi-level, multi-content and multi-form education and training through various channels is the basic guarantee for building a harmonious society and a new socialist countryside, which fully embodies the fundamental purpose of lifelong education to serve the interests of the broad masses of the people.

It is necessary to strengthen the organization, coordination and planning of lifelong education, formulate necessary encouragement policies and safeguard measures, comprehensively utilize the learning resources, cultural resources, sports resources and educational resources of the whole society, establish and improve a multi-level education and training network, meet the various needs of all citizens for lifelong learning, enhance their own quality and ability, and build a lifelong education system with Fujian characteristics.

All employers should make work plans according to their work functions, and carry out various forms and different levels of activities beneficial to lifelong education for staff and clients, so that citizens of different ages and needs have the opportunity to receive education. Construct a multi-level, integrated, open, coordinated and mutually promoting lifelong education network in the province.
2. Comprehensively integrate education and training resources. Local people's governments at or above the county level shall make overall plans, integrate educational and cultural resources, and promote the development of lifelong education. It is necessary to encourage and guide all sectors of society to make use of existing education and training resources, rationally allocate and optimize the structure, continuously improve the conditions for running schools, and improve the efficiency of the use of education and training resources. All relevant departments (units) at all levels should open their education and training resources, cultural resources, sports resources and education and training resources of enterprises and institutions to the society in an orderly manner. All kinds of education and training institutions should provide convenience for lifelong education in terms of teachers, facilities and places, gradually realize the sharing of all kinds of education and training resources, and provide more learning places and opportunities for citizens to improve their scientific and cultural quality, vocational skills and quality of life.
3. Carry out education, training and activities at all levels.
