First, actively develop lifelong education to serve the construction of the economic zone on the west side of the Taiwan Strait.

2. Comprehensively integrate education and training resources. Local people's governments at or above the county level shall make overall plans, integrate educational and cultural resources, and promote the development of lifelong education. It is necessary to encourage and guide all sectors of society to make use of existing education and training resources, rationally allocate and optimize the structure, continuously improve the conditions for running schools, and improve the efficiency of the use of education and training resources. All relevant departments (units) at all levels should open their education and training resources, cultural resources, sports resources and education and training resources of enterprises and institutions to the society in an orderly manner.
