1. Strengthen organizational leadership and make plans scientifically. Education administrative departments at all levels should strengthen the leadership of distance education engineering teacher training, carefully formulate training plans, and carefully organize training work. All relevant functional departments and institutions should work closely together to form a joint force to ensure the smooth completion of teacher training with good quality and quantity. The Provincial Distance Education Office is responsible for the overall guidance of teacher training in the province, and the expert guidance and development application group is specifically responsible for the daily work of provincial training. All localities should actively explore and improve the long-term mechanism of teachers' learning and training, organize regular teaching exchanges and research activities, and promote the continuous improvement of teachers' application ability and teaching level.

2. Implement training funds and increase training investment. Counties (cities, districts) should ensure that the teachers' training funds in the project budget are in place in full and on time (500 yuan for each school in Mode 2 and Kloc-0/000 yuan for each school in Mode 3), and cities, counties (districts) should also raise funds to organize teachers to carry out in-depth application training, and organize retraining and improve training according to the application situation. All localities should actively create conditions, support rural schools to carry out school-based training through network services, distribution of CDs, sending teachers to the countryside and other forms, and comprehensively improve the application ability and teaching level of rural teachers' distance education.

3. Strengthen assessment to ensure the quality of training. All localities should choose relevant training materials and learning materials to organize teacher training in accordance with the requirements of the Guiding Outline of Modern Distance Education Engineering Teacher Training for Rural Primary and Secondary Schools in Fujian Province (see Annex 1). Training work should ensure a certain number of hours, and the centralized training time at all levels should not be less than 40 hours in principle. It is necessary to innovate training methods and enhance the pertinence and effectiveness of training. Centralized training should take various forms such as theoretical teaching, observation and study, cooperation and exchange, and technical practice. It is necessary to strengthen the assessment of training, formulate practical assessment methods, and do a good job in assessing the training effect of students from attendance, homework, written test and practice to ensure the quality of training.

Teacher training is an important part of project evaluation and acceptance, which will be included in the scope of acceptance evaluation at all levels, and relevant materials of training work should be filed for future reference. For the project counties (cities, districts) that fail to implement the training work and meet the training objectives, they shall make rectification within a time limit and request to reorganize the training until they are qualified.
