They should be made to understand that when their legitimate rights and interests are violated, the most effective self-protection measure is to seek legal help. Law: Paragraph 2 of Article 3 1 of the Law on the Protection of Minors stipulates: "Community public Internet service facilities shall be open to minors free of charge or at preferential prices to provide them with safe and healthy Internet services."
Feelings: Many minors lack venues and facilities for cultural life, which is one of the reasons why minors are addicted to the Internet. At present, it is impossible to completely prohibit minors from contacting and being isolated from the internet, but it is in line with the psychological needs of minors to use the internet moderately and normally. According to the current regulations, operating Internet cafes is still a restricted area for minors. The policy for them can be said to be "banned", while the health and public welfare Internet services are "channeled". Feeling: Life and health are the most important, which is a core concept of protecting minors. Nowadays, many children go to cram schools after school, and the weekend time is also occupied by various talent classes and English classes, which leads to a decline in physical fitness. Minors are in the stage of growth and development, and adequate sleep is very important. The Ministry of Education and the State Education Commission have issued dozens of documents to reduce the burden on students, which cannot be well contained. Pay attention to minors with special difficulties
Law: Article 16 of the Law on the Protection of Minors stipulates: "If parents are unable to perform their guardianship duties for minors due to going out to work or other reasons, they should entrust other adults with guardianship to perform them on their behalf."
Feelings: "Left-behind children" and "street children" are hot topics in recent years. The new law pays great attention to minors with special difficulties. For "left-behind children" whose parents go out to work and lose custody of their children, the new law stipulates that adult guardians should be entrusted to take care of them, emphasizing the guardianship responsibility of guardians; For "street children", the new law stipulates that the government and the civil affairs departments should provide assistance, which clarifies the temporary guardianship responsibility of the aid agencies.
Clear punishment measures
Law: Article 60 of the Law on the Protection of Minors stipulates: "Those who violate the provisions of this law and infringe upon the legitimate rights and interests of minors, if other laws and regulations have stipulated administrative penalties, those provisions shall prevail; If personal or property losses or other damages are caused, civil liability shall be borne according to law; If it constitutes a crime, criminal responsibility shall be investigated according to law. "

For example, Article 66 stipulates that those places that are not suitable for minors' activities, such as commercial song and dance entertainment places and Internet service places, are set up around primary and secondary schools, which shall be closed by the competent authorities and given administrative penalties according to law. Article 67 stipulates that those who sell alcohol and tobacco to minors, or fail to set up a sign in a prominent position not to sell alcohol and tobacco to minors, shall be ordered by the competent department to make corrections and be given administrative punishment according to law.
