(six) responsible for the safety and stability of the education system and the comprehensive management of the campus and surrounding areas.

(seven) to formulate policies and plans for the reform and development of education in the whole city, draft the normative documents of the government on education and organize their implementation.

(eight) responsible for the overall planning and coordinated management of all kinds of education at all levels, in conjunction with the relevant departments to organize the implementation of the standards for the establishment of schools at all levels, to guide the education and teaching reform of schools at all levels, and to be responsible for the statistics and analysis of basic education information.

(nine) to be responsible for the management of basic education and guide the reform and development of basic education. Responsible for the coordination and guidance of compulsory education, promote the balanced development of compulsory education and promote educational equity. Guide general high school education, preschool education and special education. Study and formulate teaching policies for basic education and promote quality education.
