Schools at all levels in cities and economically developed areas have built campus networks to varying degrees and connected to the Internet in various ways. Information terminals are gradually entering rural schools. Digital education resources are constantly enriched, and the application of information-based teaching is constantly expanding and deepening; The informationization of education management has achieved initial results; The steady development of online distance education has played an important role in building a lifelong learning system. The supporting and driving role of educational informatization in promoting educational equity, improving educational quality and innovating educational model has initially appeared.

Legal basis: Article 2 of the Ten-year Development Plan of Education Informatization should adhere to the following working principles: (1) Facing the future and educating people. Facing the goal of building a strong country with human resources, facing the needs of future national strength competition and the growth of innovative talents, we will strive to provide every student and learner with an information environment and services for personalized learning and lifelong learning. (2) Application-driven, co-construction and sharing. Guided by the needs of personnel training and educational reform and development, we will develop and apply high-quality digital educational resources, build an information-based learning and teaching environment, and establish an open cooperation mechanism with government guidance, multi-party participation, and joint construction and sharing. (3) Overall planning and classified promotion. According to the characteristics of all kinds of education at all levels and the level of economic and social development in different regions, we should make overall planning and top-level design of educational informatization, clarify the development priorities, adhere to classified guidance, and encourage the formation of characteristics. (4) Deep integration, leading innovation. Explore the comprehensive and deep integration of modern information technology and education, lead the innovation of educational ideas and models with informatization, and give full play to the supporting and leading role of educational informatization in educational reform and development.
