The hierarchical structure of educational purposes includes:

(1) The educational purpose of the country. The educational purpose of the country is put forward by the state, and its decision-making has to go through certain organizational procedures, which are generally reflected in the educational texts and educational laws of the country.

(2) Training objectives of schools at all levels.
