The 2009 plenary session of the Science and Technology Committee of the Ministry of Education and the plenary session of the Science and Technology Committee were held in Beijing on February 23rd, 2009. The sixth science and technology commission added a strategic research steering Committee and a style of study construction Committee, and added the Ministry of National Defense Science on the basis of the original 10 department. During the meeting, Yuan Guiren, Minister of Education and Party Secretary, cordially met with the delegates. At the meeting, Chen, Vice Minister of Education and Deputy Secretary of the Party Group, analyzed the new situation, new tasks and new measures faced by scientific and technological work in colleges and universities. Chen pointed out that the new science and technology commission should become the think tank and think tank of the Ministry of Education and the state, constantly strengthen strategic research, be far-sighted, give full play to the role of strategic scientists in colleges and universities, and put forward scientific suggestions on major issues of national development. Through our efforts, the Science and Technology Commission will be built into an important force to study the development strategy of science and technology. Science and Technology Commission should further strengthen the construction of strategic research base, give full play to the overall synergy of strategic research base, and make it the external brain of strategic research and policy consultation of the Ministry of Education. Chen stressed that scientific and technological work in colleges and universities should focus on improving independent innovation capability, take major scientific and technological frontiers and major national needs as the guidance, take scientific and technological innovation platform as the carrier, pay attention to tapping the potential of colleges and universities with industry characteristics, strengthen the construction of scientific and technological innovation bases and the integrated cultivation of major projects, deepen the reform of scientific and technological system in colleges and universities, comprehensively promote the construction of national innovation system, enhance the ability of colleges and universities to undertake major national scientific and technological tasks, and enhance their comprehensive competitiveness. Experts from the Science and Technology Commission should study the educational concept of cultivating innovative talents and make contributions to the innovation of training mode and the reform of training mechanism. It is necessary to strengthen innovative research and constantly enhance the international influence of China's science and technology. This year's Science and Technology Commission has added a Committee on the Construction of Academic Atmosphere, hoping that the Science and Technology Commission will play a more active role in promoting the normalization, standardization and institutionalization of the construction of academic atmosphere in colleges and universities. Lin Huiqing, Assistant Minister of Education, read out the appointment list of the Sixth Science and Technology Committee. Academician Ni, director of the Fifth Science and Technology Committee of the Ministry of Education, and Academician Zhong Jue, director of the Sixth Science and Technology Committee, made work reports at the meeting respectively.
