What if the school refuses to accept disabled children who can receive general education?
This is against the rules. You can go directly to the local education commission or the government. It should be solved, but if it doesn't work, go to the next education commission or the government. Ordinary schools are under the control of the Education Bureau.

According to Article 57 of the Compulsory Education Law of People's Republic of China (PRC), the school is under any of the following circumstances. The education administrative department of the people's government at the county level shall order it to make corrections within a time limit; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be punished according to law: (1) refusing to accept disabled school-age children and adolescents with the ability to receive general education to study in regular classes; (two) divided into key classes and non-key classes; (3) expelling students in violation of the provisions of this law; (four) the selection of unapproved teaching materials.

Disabled children and adolescents with normal learning conditions

For children and adolescents with disabilities who study in regular classes, it is clearly stipulated that all persons with visual disability, hearing disability, speech disability, physical disability (including cerebral palsy), intellectual disability, mental disability (including autism) and multiple disabilities who can adapt to ordinary school learning (refer to China Practical Disability Assessment Standard) will study in regular classes. In addition, severely disabled children and adolescents aged 6 to 15 who are unable to attend school but have the ability to receive education will be sent home. The identification of disabled children and adolescents attending regular classes shall be carried out by qualified professional and technical personnel from health departments, disabled persons' federations and other departments. Children and adolescents who are identified as disabled need regular review. The Opinions also suggest that primary and secondary schools in the stage of general compulsory education should accept disabled children and adolescents who meet the conditions of regular classes within the scope of school services to enter the school nearby according to law. No school may refuse to accept ordinary primary and secondary schools with school-age disabled children and adolescents in regular classes for any reason. The county and city education bureaus will order them to make corrections within a time limit according to their jurisdiction. At the same time, support ordinary kindergartens to create conditions to accept disabled children to study in regular classes; Ordinary high schools and secondary vocational schools should also actively recruit qualified disabled students to study in regular classes. In addition, children with disabilities can study in regular classes at the same age as ordinary children, and special circumstances can be appropriately relaxed.

Disabled students studying in regular classes will establish personal education files.

In the compulsory education stage, regular schools should bring disabled children and adolescents (including the clients who send teachers to their homes) into the school roll management, and at the same time establish personal education files for disabled students. For kindergartens or ordinary schools in the non-compulsory education stage, personal education files should also be established for disabled students. For the "door-to-door" service, one is to follow the principle of voluntary home visits and free education, and the other is to ensure that the "door-to-door" service time is not less than twice a month. The number of hours of "teaching at home" will also be included in the workload of teachers. At the same time, the reporter also learned that students with mental retardation have significantly improved their learning ability and social adaptability through regular classes, and those who can keep up with the learning progress of ordinary students will no longer be regarded as ordinary students. In addition, students with mental retardation can appropriately extend their primary school years according to their own specific conditions. In addition, students with disabilities generally do not repeat grades, and will be issued with graduation certificates or compulsory education completion certificates after completing their studies.
