The task of higher education self-study examination is to promote a wide range of individual self-study and social assistance activities through national examinations, promote on-the-job professional education and continuing education after university, cultivate and select professionals with both ability and political integrity, improve the ideological and moral, scientific and cultural quality of the whole nation, and meet the needs of socialist modernization. Article 3 People's Republic of China (PRC) citizens, regardless of gender, age, nationality, race and education level, may take the self-study examination for higher education in accordance with the provisions of these Regulations. Article 4 The self-study examination of higher education should take education as the fundamental direction, pay attention to social benefits and ensure the quality of talents. According to the needs of economic construction and social development, the scientific prediction of talent demand and the realistic possibility of opening examination conditions, the examination specialty is set up. Article 5 The academic level of the self-study examination for higher education, such as specialties (basic subjects) and undergraduate courses, shall be consistent with the academic level requirements of ordinary institutions of higher learning. Chapter II Examination Institutions Article 6 The National Higher Education Self-taught Examination Steering Committee (hereinafter referred to as the "National Examination Committee") is responsible for the national higher education self-taught examination under the leadership of the State Education Commission.
The National Examination Committee is composed of the heads of the education, planning, finance, labor and personnel departments of the State Council, the heads of the army and relevant people's organizations, and the presidents, experts and scholars of some colleges and universities.
The duties of the National Examination Committee are:
(a) according to the national education policy and relevant policies and regulations, formulate specific policies and business norms for higher education self-study examination;
(two) to guide and coordinate the work of higher education self-study examination in all provinces, autonomous regions and municipalities directly under the central government;
(three) to formulate plans for the opening of higher education self-study exams, and to examine and approve the opening of undergraduate majors;
(four) to formulate and review the professional examination plan and curriculum self-study examination outline of higher education self-study examination;
(five) according to these regulations, to review the effectiveness of the higher education self-study examination;
(six) the organization of higher education self-study examination research work.
The State Education Commission has set up a self-study examination management institution for higher education, which is also the daily office of the National Examination Commission. Article 7 The National Examination Committee shall, according to the needs of the work, set up several professional committees, which shall be responsible for drafting the professional examination plan and syllabus of self-study courses, organizing the compilation and recommendation of higher education textbooks suitable for self-study, and providing professional guidance and quality evaluation for the examination work of this major. Eighth provinces, autonomous regions and municipalities directly under the central government (hereinafter referred to as the provincial examination committee) under the leadership of the people's governments of provinces, autonomous regions and municipalities directly under the central government, under the guidance of the National Examination Committee to carry out its work. The composition of the provincial examination committee shall be determined with reference to the composition of the national examination committee.
The responsibilities of the provincial examination committee are:
(a) to implement the principles, policies, regulations and business norms of higher education self-study examination;
(two) under the guidance of the planning and principles of the National Examination Committee on the examination, combined with local conditions, formulate the examination plan and designate the examiner school;
(three) to organize the examination of professional examinations in the region;
(four) to be responsible for the examination management of candidates in the region, and to issue single-subject certificates and graduation certificates;
(five) to guide the social assistance activities in this area;
(six) according to the entrustment of the State Education Commission, to check the teaching quality of adult colleges and universities that have approved enrollment.
The administrative departments of education of provinces, autonomous regions and municipalities directly under the Central Government shall set up management institutions for higher education self-study examinations, which shall serve as the daily offices of provincial examination committees. Article 9 The working committees of municipal districts under the jurisdiction of the agencies of the people's governments of provinces and autonomous regions (hereinafter referred to as regions), cities and municipalities directly under the Central Government (hereinafter referred to as local examination committees) shall carry out their work under the leadership of regional administrative offices or municipal (district) people's governments and the guidance of provincial examination committees.
The duties of the local examination committee are:
(a) responsible for organizing the higher education self-study examination in the region;
(two) to guide the social assistance activities in this area;
(three) to be responsible for organizing the ideological and moral appraisal of graduates of higher education self-study exams in the region.
The daily work of the Municipal Examination Committee is the responsibility of the local education administrative department. Article 10 The examiners' schools are full-time ordinary colleges and universities with strong professional teachers selected by the provincial examination committee. Examiners accept the leadership of the provincial examination committee in the self-study examination of higher education, participate in the proposition and marking, take charge of the examination of practical learning, countersign the graduation certificate, and handle other related work assigned by the provincial examination committee.
The examiner's school should set up a higher education self-study examination office, and be equipped with full-time staff according to the task. The required preparation shall be included in the total number of schools, which shall be solved by the competent department of the school.
