The "educational dream" of the Minister of Education is also the "educational dream" of China people. To realize this "educational dream", we must rely on system reform.
Although basic education has been basically popularized in China, the gross enrollment rate of higher education has reached 30%. But on the one hand, students are brought into a talent training mode, and education is alienated into "competitive education". The whole education is full of impetuous and utilitarian emotions, students are overwhelmed, and families and society are caught in serious educational anxiety.
To change this problem, it is useless to just mention concepts and slogans-as early as 1987, China put forward the concept of quality education, and over the years, China's education department has repeatedly asked schools to "people-oriented", but the pattern of exam-oriented education has not wavered, and students are divided into top students and poor students according to their grades.
In order to realize the "educational dream" of "teaching students in accordance with their aptitude, teaching everyone without distinction, and making everyone successful", it is necessary to implement personalized education and provide diversified choices for students' growth. To realize the above two aspects, we need to reform the current education system.
First of all, promote the reform of the college entrance examination system and realize the separation of teaching and examination. Only by breaking the centralized admission system and establishing a multi-evaluation system can basic education be liberated from exam-oriented education and personalized education be possible. Otherwise, all colleges and universities admit students with a single score standard, and it is difficult to ignore scores in basic education.
Secondly, implement the autonomy of the school and let the school run its own personality and characteristics. Running schools in China is not run by educators, but by the administration-the government integrates the right to host, operate, manage and evaluate. So all schools are similar, and such schools can't have their own personality.
Thirdly, abolish a series of systems with academic discrimination and inequality in the education system and talent evaluation. In particular, the education system itself is full of grades, which artificially blocks students' multiple choices. For example, from the educational level, general education is superior to vocational education, and public education is superior to private education; From the school level, colleges and universities are divided into 985 colleges, 2 1 1 colleges, ordinary undergraduate colleges and higher vocational colleges. When enrolling students, the school is divided into different batches, such as one, two and three. The level and taste of education and schools have led the development of education into a dead end-even if the educational resources are rich, everyone only cares about the education with the highest level and taste.
In his speech, the Minister of Education mentioned promoting education reform, demanding the government to decentralize schools, implementing and expanding the autonomy of running schools, and also mentioned the important value of private education-"It is impossible for any country to run all education well by the government. This is an international experience as well as a historical experience. Private education has made great contributions to the popularization of education in China and made active explorations for educational reform. But even so, it is not well known. These reforms were mentioned in the Outline of National Education Planning promulgated on 20 10, but they have not yet landed. In fact, similar reforms appeared as early as in the Outline of China's Education Reform and Development 1993, including implementing the autonomy of running schools and running schools according to law. However, these problems have not been solved, and in the past 20 years, some problems have even worsened.
In order to accelerate the realization of educational dreams, the education department should take the lead in simplifying administration and decentralizing power. Whether it is the reform of the college entrance examination, the reform of implementing the autonomy of running schools, or the reform of promoting the diversified development of education, the core lies in the simple administration and decentralization of government. If the government does not decentralize, all educational dreams may be reduced to fantasy.
