Local autonomy. There are two kinds of preschool education institutions in Japan: kindergartens and nurseries. Kindergarten is an integral part of the school education system, led by the Ministry of Education, while nursery is a welfare institution, led by the Ministry of Health and Welfare. These institutions are mainly managed by local public organizations and implement a system of autonomy.
