(a) the city talent flow service center and the city employment service center merged to establish the city human resources market management center, and the deputy-level institutions were responsible for the development, construction and management of the human resources market. There are three deputy-level institutions, namely, comprehensive department, talent agency and exchange department and market management department. Approved the establishment of 8 enterprises with full capital contribution, including 1 director, 3 deputy directors and 3 deputy-level leadership positions.

(II) The responsibilities of the Municipal Labor Dispute Arbitration Institute were integrated with those of the former Municipal Personnel Bureau, and the Municipal Labor and Personnel Dispute Arbitration Institute was established, which is still a deputy-level institution, responsible for the arbitration of personnel labor disputes and undertaking the specific work of the Office of the Municipal Labor and Personnel Dispute Arbitration Commission. There are three deputy-level institutions: office, filing court and arbitration court. Approved the establishment of 9 enterprises with full capital contribution, including president 1 person, 3 vice presidents and 3 deputy-level leaders.

(3) The Information Center of the Municipal Personnel Bureau merged with the Information Center of the Municipal Labor and Social Security Bureau to form the Municipal Statistical Information Center of Human Resources and Social Security, which is still a department-level institution and is responsible for the statistics and informatization construction of human resources and social security. Approved the establishment of 8 enterprises with full capital contribution, including/kloc-0 directors and 2 deputy directors.

(4) The City Demobilized Officers Training Center was renamed as the City Human Resources Training Center, and it is still a department-level institution, which undertakes relevant training according to the human resources training plan. Three self-supporting enterprises were approved, including 1 director, 1 deputy director.

(5) The municipal medical insurance fund management office for urban workers is still a deputy-level institution, responsible for the collection, payment, operation and management of the medical insurance fund for urban workers and urban residents directly under the municipal government. There are 8 sub-level institutions including office, finance department, collection department, audit department, inspection department, maternity insurance department, urban residents' medical insurance management department and retired cadres' medical insurance management department. Approved the establishment of 34 enterprises (including 2 logistics service enterprises) with full capital contribution, including director 1 person, 4 deputy directors and 8 deputy departmental leaders.

(VI) The Municipal Labor and Employment Service Management Office was renamed as the Municipal Employment Service Management Bureau, and it is still a deputy-level institution responsible for the city's labor and employment services and unemployment insurance. There are seven department-level institutions including office, urban community employment service section, training service section (city employment training center), unemployment insurance fund collection section, unemployment insurance service section, financial audit section and rural employment service section. Approved the establishment of 20 fully funded enterprises (including 2 logistics service enterprises), including: 1 director, 3 deputy directors and 7 deputy departmental leaders.

(seven) the Municipal Labor and Social Security Supervision Detachment was renamed as the Municipal Labor Supervision Bureau, and the Municipal Personnel Testing Center was renamed as the Municipal Human Resources Examination Institute, and other organizational matters remained unchanged.

(eight) the institutional setup, main responsibilities and staffing of the High-tech Zone Branch of the Municipal Human Resources and Social Security Bureau remain unchanged.

(9) The Social Insurance Department, Social Labor Insurance Department, Industrial Injury Insurance Fund Management Office, Vocational Skills Appraisal Office and Rural Social Endowment Insurance Department of the municipal government agencies and institutions previously managed by the Civil Affairs Bureau are managed by the Municipal Human Resources and Social Security Bureau, and their responsibilities, internal structure and staffing matters remain unchanged.

(ten) high (secondary) school graduates employment management responsibilities. The Municipal Human Resources and Social Security Bureau is responsible for the employment guidance and services for graduates after leaving school; The Municipal Education Bureau is responsible for the employment guidance and services for graduates before leaving school. The employment policy for graduates is led by the Municipal Human Resources and Social Security Bureau and jointly formulated with the Municipal Education Bureau and other departments.
