This paper briefly introduces the main contents of the State Council's Decision on the Reform and Development of Basic Education (200 1).
A: In order to promote the healthy development of basic education, the Decision of the State Council on the Reform and Development of Basic Education (hereinafter referred to as the Decision) was promulgated in May 20001year, which further clarified the role of basic education and put forward the tasks of "deepening the reform of education and teaching, solidly promoting quality education" and "accelerating the construction of a basic education curriculum system that meets the requirements of quality education".

The main measures proposed in the Decision are:

(1) Further improve the management system of rural compulsory education, and implement a system under the leadership of the State Council, where local governments are responsible for hierarchical management and counties are the mainstay.

(2) It is required to standardize the academic system of compulsory education, and stipulate that the transition to the "June 3rd" academic system will be basically completed in 2005, and the nine-year consistent system will be implemented where conditions permit. On the premise of adhering to government-led education and actively encouraging social forces to run schools, it is required to strengthen the leadership and management of the reform experiment of running schools in public schools.

(three) improve the management system of primary and secondary school teachers and principals according to law, and reform the selection, appointment and management system of primary and secondary school principals; Strengthen the management of primary and secondary school teachers and vigorously promote the reform of the personnel system in primary and secondary schools.

(4) Strengthen and improve the educational supervision system, and establish an evaluation mechanism for the implementation of quality education in regions and schools.

(5) It is required to "form a new basic education curriculum system and a diversified teaching material pattern to adapt to the development of the times under the guidance of the basic requirements of the country". It is considered that curriculum reform is the core issue of basic education reform, and new curriculum reform is advocated to meet the requirements of quality education.

"Decision" is a programmatic document guiding China's basic education in the new century, which will have a significant and far-reaching impact on China's basic education, especially the rural basic education reform and quality education development.
