Xi Open University (formerly Xi Radio and TV University) was founded in 1979 and sponsored by Xi People's Government. It is the only institution of higher learning in Xi that focuses on continuing education. It was officially renamed at the end of 2020. It is a dynamic new university, which undertakes multi-standard and multi-level academic education and non-academic education.

After more than 40 years' exploration and practice, the school has firmly established the core concept of open school with the deep integration of information technology and education and teaching. With the development goal of "smart learning, setting sail for dreams, leading the future and achieving life", it has made great efforts to build an innovative talent training model for smart education and serve the urban construction of Ji-hye Ahn in Xi.
