At the end of 2004, when reporting to the Secretariat of the CPC Central Committee, the Central Committee of the Communist Youth League proposed that the theme education activities to enhance the awareness of Communist Youth League members should be regarded as a key work this year. The Secretariat of the Central Committee of the Communist Youth League fully affirmed and asked the whole group to seriously carry out theme education activities to enhance the awareness of Communist Youth League members. To carry out the theme education activities to enhance the awareness of league members is the continuation and deepening of the study and practice of Theory of Three Represents by the directly under the authority Youth League Committee of the Ministry of Information Industry and the majority of league members. It is a practical action and concrete measure to fully implement the spirit of the central government's activities to maintain party member's advanced nature, which is of great significance for consolidating and expanding the party's youth mass base and maintaining the party's advanced nature forever.

Some league members still have some problems such as weak organizational concept, outstanding exemplary role and weak sense of responsibility of some league cadres. Carry out theme education activities to enhance the awareness of league members, so that the majority of league members can firmly establish the lofty ideals of communism, firmly believe in taking the road of Socialism with Chinese characteristics, and constantly enhance their sense of honor, belonging and responsibility; It is the necessary premise and important guarantee for the work of the Communist Youth League to solve the outstanding problems in the construction of league organizations, expand the coverage of organizations, improve the organizational system and working mechanism, and effectively solve the outstanding problems in the construction of league members, league cadres and grassroots league organizations.

League organizations at all levels in directly under the authority should fully understand the importance and necessity of carrying out the theme education activities to enhance the awareness of Communist party member from the height of implementing the spirit of the CPC Central Committee's educational activities to maintain the advanced nature of Communist party member, and carefully organize and arrange them to truly make the educational activities effective. The majority of youth league members should actively participate in educational activities, strengthen their study, strengthen their beliefs, improve their political quality, and make due contributions to promoting the sustained, rapid, healthy and coordinated development of the information industry and realizing the goal of becoming a telecommunications power and an electronic power.

Second, the guiding ideology and principles of theme education activities to enhance the awareness of Communist Youth League members

The theme education activities to enhance members' awareness should be guided by Deng Xiaoping Theory and Theory of Three Represents, adhere to Scientific Outlook on Development, thoroughly implement the spirit of the 16th CPC National Congress and the Third and Fourth Plenary Sessions of the 16th CPC Central Committee, comprehensively implement the objectives and tasks set by the 15th CPC National Congress and the Third Plenary Session of the 15th CPC Central Committee, closely combine the work practice of the Communist Youth League in directly under the authority, Ministry of Information Industry, take studying and practicing "Theory of Three Represents" as the main line and "always follow the party" as the theme. Effectively enhance the political awareness, organizational awareness and model awareness of the majority of youth league members in our department, solve the outstanding problems existing in grassroots league organizations, continuously enhance the cohesiveness, creativity and combat effectiveness of league organizations, and further consolidate and expand the mass base of young people in power of the party.

The theme education activities to enhance the awareness of Communist Youth League members should adhere to the following principles:

1. Promote the in-depth implementation of "five belts and one optimization" (thinking, organization, team, work development and optimization of working conditions), unify the work of party groups at all levels in research, deployment, planning and inspection, realize the mutual connection of party groups in ideological work, team building, position building and organizational construction target management system, and further integrate grassroots league building work into the overall pattern of grassroots party building work. Actively promote the construction of grassroots party organizations, improve the responsibility system, joint meeting system, work assessment system and notification system, and establish and improve the working mechanism of grassroots party building and league building.

2. Always adhere to theoretical study. Taking theoretical study as the basic link of the whole educational activities, we will persistently carry out education on ideals and beliefs, sense of purpose, the basic line of the Party, ideological and moral education and league history education among directly under the authority League members, and guide and help the majority of directly under the authority League members to firmly establish a correct world outlook, outlook on life and values.

Summarize the good practices and experiences at the grassroots level in time, and strive to explore effective ways to educate league members in the new period.

6. Adhere to the distinction between situations and classified guidance. All units should study and formulate the implementation plan and work arrangement of educational activities suitable for the characteristics of their own units according to the actual situation of the league organizations and members. Constantly enrich the content of activities and innovate the carrier of activities. Third, the objectives and tasks of theme education activities to enhance the awareness of league members

1. Enhance awareness. 2. Improve the organization. Closely combine educational activities with strengthening the construction of league organizations, and further deepen the creation of the "May 4th Red Flag League Organization" activity. Through educational activities, improve the quality of League members, consolidate and improve the organization system of the League, establish and improve the organization system and operation mechanism of the League to adapt to the new situation, and promote the construction of the League as a whole.

3. Work actively. Further improve the service ability, cohesion ability, learning ability and cooperation ability of the youth league organization, and constantly improve the work level of the youth league organization. Four, strengthen the overall arrangement and methods of the theme education activities of the League members.

According to the requirements of higher authorities, combined with the actual situation of members of our department, the participants in the theme education activities to enhance the awareness of members are: all Communist Youth League members (including party member, under the age of 28, retaining the identity of members) and full-time and part-time League cadres at all levels. According to the principle of localization, floating members mainly participate in educational activities in the inflow areas. Each unit can determine the starting and ending time according to the actual situation, and in principle, the time to carry out learning and education activities is not less than one month.

Educational activities are carried out in three stages.

The first stage: publicity and mobilization. Make full use of computer networks, internal newspapers, blackboard newspaper columns, special issues of activities and other publicity media to vigorously publicize the importance of enhancing the awareness of league members. Through extensive and in-depth ideological mobilization and organizational preparation, we will create a good public opinion atmosphere for the smooth development of educational activities.

The focus is on three links.

1. Conduct a thorough investigation. League organizations of all units should conduct extensive and in-depth investigations, find out the basic situation of the organization and members of the group, and identify the outstanding problems existing in the organization, work, cadres and members of the group. For organizations with many problems, we should rectify first and then carry out educational activities. 2. Make a plan. 3. Organize a press conference. On the basis of careful preparation, each unit held a mobilization meeting for its educational activities, organized the main responsible comrades to mobilize, publicized the significance of educational activities, and clearly put forward specific requirements.

The second stage: learning and education. League organizations of all units should consciously complete the "Six Ones" activities stipulated in the educational activities, that is, each league cadre takes a league class, each league member learns a league charter, reads a study guide material, writes a study experience, participates in a discussion activity and holds a democratic life meeting.

Focus on five links.

1. Recommended bibliography. Organizations of all units should promptly recommend relevant learning bibliographies and theoretical articles to the youth members. Including "Education Reader to Enhance League Members' Consciousness", "Questions and Answers to Enhance League Members' Consciousness Education Activities" and other counseling materials.

2. Carry out various learning activities. With the theme learning activities of "learning theory and understanding the league situation" as the carrier, through various forms such as individual self-study, special counseling and league class, the theoretical study with Theory of Three Represents Theory as the main content and the league history and league education with the league chapter as the main content are carried out in depth. All units should actively organize youth league members to participate in the knowledge contest of "learning theory and knowing the league situation" organized by the Central Committee of the Communist Youth League. It is necessary to closely combine the commemoration of the 70th anniversary of the victory of the Long March with the commemoration of the 60th anniversary of the victory of War of Resistance against Japanese Aggression, and hold various "ode to youth" activities with the main content of praising the party, the motherland and the socialist system. 4. Write down your study experience. Every league member should conscientiously sum up his study and write down his experience according to his own learning situation, around his own gains in the stage of study and education, and in combination with his own ideological understanding.

5. An organized life. On the basis of soliciting the opinions of the Party organizations at the same level, the organizations at higher levels and the vast number of young people, league organizations at all levels held a special organization life meeting after extensive talks before the meeting, and earnestly carried out the evaluation of league members.

The third stage: summing up and improving. Try to let every league member participate in a theme group day activity, review a pledge of joining the League, and contribute to the League branch, which should establish an effective working system. With the theme of "I bring honor to the League flag" as the carrier, combined with my post, through the form of group day activities, we will guide the members to make contributions to society and play a role.

The focus is on three links.

1. Carry out group day activities. Combined with the actual situation of each unit, closely around the requirements of serving the overall situation and serving the youth, organize members to extensively carry out various forms of theme group day activities, and require and gradually implement members to wear group badges, sing group songs and raise group flags on important occasions and major events. Each league branch should organize a meaningful theme activity in light of the actual situation. The directly under the authority Youth League Committee of the Ministry will select and commend the "Top Ten Excellent Theme Group Day Activities of the Ministry of directly under the authority", and will organize some outstanding members' representatives to participate in the activities of 10,000 members organized by the central state organs to review the pledge of joining the Party.

2. Continue to promote the theme activities of "building models, learning from examples and catching up with the advanced". All units should find typical models in educational activities, commend advanced models, and give play to the exemplary and guiding role of advanced models in the growth of youth league members.

3. Establish and improve an effective working system. League organizations at all levels should conscientiously sum up and study the opinions solicited in educational activities, the problems found in the investigation, the suggestions of the youth members and the problems found by themselves, and earnestly establish and improve an effective working system.

Five, strive for support, careful organization, strengthen leadership.

It is an important decision of the Central Committee of the Communist Youth League to carry out theme education activities to enhance the awareness of League members, and it is the primary task of the whole group at present. Organizations and departments of all units should attach great importance to it, carefully organize it and make solid progress to ensure effective results.

1. Actively strive for party and government support. League organizations of all units should raise awareness, actively strive for the support and attention of the Party and the government, incorporate the education of enhancing League members' awareness into the overall deployment of the educational activities of maintaining the advanced nature of League members in this unit, and carry out thematic educational activities of enhancing League members' awareness under the strong leadership of the Party and the government.

2. Establish a leadership responsibility system. League organizations and cadres of all units should conscientiously organize the educational activities of their own units while doing a good job in their own study and education. It is necessary to set up corresponding leading bodies and working bodies, implement leadership responsibilities, formulate specific work plans, and implement them at the first level. The main responsible comrades of the league organization should earnestly perform the duties of the first responsible person, seriously organize, take the lead in participating and set an example. 3. Establish a contact point system. All units and organizations shall formulate specific implementation measures according to the spirit of this plan and the actual situation. The implementation measures shall be reported to the directly under the authority Youth League Committee of the Ministry after being approved by the Party organization of this unit. All units should conscientiously do a good job in information submission, and submit work arrangements, activities progress and other materials to the Education Activities Office in a timely manner. After the activity, it is necessary to form a summary and report it to the directly under the authority Youth League Committee of the Ministry of Education with the consent of the Party organization of this unit. The leading group of the theme education activities of the Ministry of directly under the authority to enhance members' awareness will assess the work of each unit according to the actual situation.
