The people's government at the county level is the first-level administrative organ, and China's administrative organs are divided into five levels: central, provincial (municipality directly under the central government), city (municipality directly under the central government excluding city), county (or district) and town. The administrative department of education is the administrative department within the governments at the central, provincial (municipality directly under the Central Government), municipal (municipality directly under the Central Government excluding the city) and county (or district) levels. The central government has the Ministry of Education, the provincial (municipal) level education department (or education bureau), and the city and county level education bureau. Now some local education bureaus are also called education committees.

The people's government is the executive organ of state power and the administrative organ of the state. The people's government is responsible for and reports on the work of the people's congress at the corresponding level and its Standing Committee and the state administrative organ at the next higher level, and is responsible for organizing and managing various administrative affairs within its administrative area. At the same time, local people's governments at all levels are also the executive organs of local state power organs at all levels, and the resolutions adopted by local state power organs must be implemented by the people's governments. The State Council, People's Republic of China (PRC) is the highest administrative organ of the country, presiding over and leading the administrative work of the whole country. On the one hand, local people's governments at various levels should be responsible to the Standing Committee of the people's congress at the corresponding level, on the other hand, they should be responsible to the work of the state administrative organs at the next higher level.
