The new policies of Hebei Education Bureau are as follows:

Implement "double first-class" construction. The government of Hebei Province has decided to implement the "double first-class" construction in colleges and universities in the province, that is, to choose first-class universities and first-class disciplines for key support and improve their international and domestic competitiveness.

All localities should strictly implement the compulsory education law, the law on the protection of minors and other legal provisions to effectively protect the right of school-age children and adolescents to receive compulsory education. Strengthen publicity and education, implement parental responsibilities, and urge parents or other legal guardians to send school-age children and adolescents to school on time and receive compulsory education according to law.

School-age children and adolescents need to postpone their enrollment due to their physical condition, and their parents or other legal guardians shall apply to provide physical condition certificates issued by medical units at or above the county level, which shall be approved by the local township government or the county-level education administrative department.

Parents or other legal guardians who refuse to send school-age children and adolescents to school for compulsory education without justifiable reasons shall be criticized and educated by the local township government or the county-level education administrative department and ordered to make corrections within a time limit; Overdue reform, the judicial department shall issue relevant judicial documents, and urge them to send school-age children and adolescents to school; If the circumstances are serious enough to constitute a crime, legal responsibility shall be investigated according to law.

Implement the "seven-long" responsibility system for county (city, district) heads, education directors, township (town) heads, village heads, principals, parents, and teachers (class teachers), and accurately implement measures to control dropout and protect education.

Implement the survey and registration system for school-age children of permanent residents in the compulsory education stage, and comprehensively find out the base of school-age children and adolescents (including children and adolescents without hukou) by county to ensure that no one is missed. Set up special accounts for students studying outside the county, families who have set up a file to get rid of poverty (the original file was set up) and families who are easy to return to poverty (unstable poverty-stricken families, families who are prone to poverty, and families with sudden serious difficulties) to ensure that school-age children and adolescents do not drop out of school.
