Legal basis: Article 13 of the Regulations of the People's Republic of China on Punishment of Traffic Violations shall be punished according to the following procedures:
(1) oral notice;
(two) after making a decision on punishment, fill in the "decision on punishment on the spot of public security traffic management" and deliver it to the parties on the spot;
(3) Informing the parties to pay the fine at the designated bank collection agency (hereinafter referred to as the collection agency) within the prescribed time limit; If a fine is collected on the spot, a fine receipt shall be filled in and delivered to the party concerned;

Article 14 The following procedures shall be followed when applying general procedures to impose penalties:

If the party concerned is not present, the penalty decision shall be served on the party concerned in accordance with the relevant provisions of the Civil Procedure Law within seven days.
