Is public welfare a national statutory welfare?
Public welfare does not belong to the national legal welfare. Public welfare includes but is not limited to medical insurance, social assistance, education subsidies, housing security, unemployment insurance, etc. The providers of these welfare services can be countries, local governments or social organizations.
