Students don't leave the province. Do students who live in the province need to apply to the Education Bureau?
No need. The Education Bureau is the Ministry of Education and the government department in charge of education and language work. It is not to manage students' sharing out of the province, and there is no need to apply. Common residents refer to all relevant personnel who live with the students themselves, mainly parents, grandparents, brothers and sisters.
