Xinhua News Agency, Beijing, March 4-In order to further improve the policy of migrant workers' children taking entrance examinations in the local area after receiving compulsory education and comprehensively control the speculative behavior of "college entrance examination immigrants", the Ministry of Education and the Ministry of Public Security recently jointly issued the Notice on Doing a Good Job in the Comprehensive Management of "college entrance examination immigrants", clarifying that education departments at all levels should strengthen supervision and focus on discovering and correcting such phenomena as separation of households, empty registration and false registration.
According to reports, in recent years, some people have used the college entrance examination policy for the children of local migrant workers to obtain college entrance examination qualifications in some provinces by means of abnormal student status transfer, empty student status, illegal settlement, and providing false student status certification materials. This speculative behavior of "college entrance examination immigrants" crowded out the normal college entrance examination opportunities of candidates in relevant provinces through unfair competition, which caused dissatisfaction among the people and candidates in relevant provinces.
In view of this situation, the "Notice" clarifies that education departments at all levels should strengthen supervision, urge senior high schools to strengthen internal management and standardize school-running behavior, and focus on discovering and correcting phenomena such as separation from nationality, empty registration and false registration. Local public security organs should further tighten the procedures for household registration transfer, strengthen the supervision of inter-provincial household registration transfer, and fully implement the household registration management responsibility system and lifelong responsibility system.
At the same time, local entrance examination institutions at all levels should strictly examine the qualifications for the college entrance examination, and strictly examine the qualifications of students to participate in the college entrance examination, their academic status and actual attendance according to the registration conditions of the college entrance examination in this province (autonomous regions and municipalities) and the basic information of the information management system of primary and secondary school students and the student management information system of secondary vocational schools. In senior high school, schools should standardize school-running behavior, strengthen enrollment and student status management, truthfully register freshmen's student status, and conscientiously implement the requirement of "one certificate for life".
