Issue conditions
According to the relevant regulations of the Department of International Cooperation and Exchange of the Ministry of Education, the certificate of returned overseas students is only issued to overseas students who have studied and visited in regular institutions of higher learning and scientific research outside the country (territory), have lived abroad continuously for more than six months, and are about to return to work. It does not include language training classes, various preparatory classes, language learners in language schools, people who visit relatives while studying abroad, and people who study and work in foreign companies, enterprises and business departments at their own expense. Students studying in China who meet the above conditions can present their original passports, degree certificates, academic transcripts (referring to overseas students who have received academic education) or certificates of further study experience (referring to ordinary visiting scholars, postdoctoral students and international students who have exchanged between universities) to the Education Office or the Consulate General of our embassy to issue certificates for international students before returning to China (they should come to the embassy to handle them two weeks before returning to China). Those who have completed their studies, have not yet obtained the graduation (degree) certificate, or are temporarily unable to come to the embassy to issue the certificate of returned overseas students due to special reasons, may entrust others to come to the embassy or consulate with their passports, copies of degree (graduation) certificates and original transcripts after obtaining the degree (graduation) certificate.
For international students who have graduated for more than two years, they can only send the first contact, that is, the international student contact, without sending the second contact. We don't do notarization of degree certificates and diplomas. After returning to China, if you need to obtain foreign academic certificate certification, you can take the Certificate of Returned Overseas Students and other materials required for certification to the China Study Abroad Service Center for certification. In addition, our office does not issue separate certificates for overseas students to buy domestic duty-free cars. After returning to China, the overseas students can go to the customs where their household registration is located with the Certificate of Overseas Students issued by our bureau. In order to ensure the authenticity and credibility of the certificate issued by the returned overseas students, the Ministry of Education decided to implement a new measure when handling this certificate business from June 5 to 10 5, 2007: the applicant or agent must use the embassy work computer to log in to the personal identity management electronic system on the website of the graduate school where the application is made, and assist the staff to confirm the applicant's learning experience and graduation facts. Therefore, the applicant or agent should not only prepare the applicant's passport, the original degree certificate and the original academic report card, but also know the applicant's personal ID and password in advance, master the use of the electronic system for personal student status management on the graduation school website and try again and again.
Certificate of returned overseas students: degree certificate, academic report card and my passport issued by the school, and the above materials must be original.
Exchange students need to submit proof of learning facts and transcripts issued by overseas learning institutions, postdoctoral students need proof of postdoctoral learning experience issued by overseas learning institutions, and visiting scholars need proof of learning and research experience issued by learning institutions.
Specific purpose
It is an important proof of the identity and experience of all kinds of returned overseas students, and it is also a voucher for purchasing duty-free domestic cars. Moreover, in terms of starting a business, arranging work, transferring household registration, enrolling children, registering multiple children, buying houses, applying for various domestic research funds, evaluating professional titles, and applying for civil servants or graduate students, they can all enjoy various preferential policies or convenient conditions provided by the state or various localities and units. [1] This certificate is no longer needed for academic degree certification.
The main purpose is to open an account and buy a duty-free car, which is also needed when looking for a job.
