Born in Laoting, Hebei Province, he lived in Duolun Road, Shanghai before he was 4 years old. Now he is called "Cultural Celebrity Street". Later, he moved to Beijing. 15 years old, working as a farmer in Heilongjiang production and construction corps for 8 years.
Although he was only in the first grade of junior high school, he was lucky to get a complete higher education after China resumed the college entrance examination. 1979 to 1983 studied in the history department of the second branch of Beijing Normal University and obtained a bachelor's degree in history. 1983 to 1986 studied in the graduate school of China university of political science and law and obtained the master's degree in law. 1999-2006 On-the-job doctor's degree, and obtained the doctor's degree in international law from the Law School of the University of International Business and Economics.
He studied in America twice. The first time was 199 1 to 1992, and I studied at Loyola Law School in Los Angeles, USA. The second time was in 2004-2005, when I studied at Harvard Law School as a visiting scholar of the Fulbright Project of the Chinese and American governments.
