Article 1 These Provisions are formulated in order to strengthen the administration of the publication and distribution of textbooks for ordinary primary and secondary schools. Article 2 The textbooks for ordinary primary and secondary schools mentioned in these Provisions refer to the Catalogue of Teaching Books for Ordinary Primary and Secondary Schools published by the State Education Commission in spring and autumn every year, and the textbooks, teaching reference books and teaching wall charts listed in the Catalogue of Teaching Books for Primary and Secondary Schools approved and supplemented by the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government. Article 3 The textbooks for primary and secondary schools selected for the whole country must be examined and approved by the State Education Commission, and the local textbooks shall be examined and approved by the provincial education commission. The State Education Commission issued the Catalogue of Teaching Books for Ordinary Primary and Secondary Schools in China in spring and autumn, respectively, for primary and secondary schools in China to choose from. The provincial education administrative departments shall, according to the catalogue of books used by the State Education Commission and the actual situation of this province, compile the catalogue of teaching books and send it to Xinhua Bookstore in time to ensure the necessary printing and distribution time. The specific time shall be determined by the provincial education and publication administrative organ according to the practice and local actual situation. The education department shall not intercept the book catalogue or book number, and offenders will be held accountable. Fourth primary and secondary school textbooks must be published by professional publishing houses that meet the publishing scope determined by the provincial publishing administrative organs, and publication beyond the scope is strictly prohibited. The publishing entity shall, in accordance with the relevant provisions of the Copyright Law of People's Republic of China (PRC), negotiate with the copyright owner to agree on the form and standard of payment. Fifth, strictly control the price of teaching materials, and the pricing of teaching materials in primary and secondary schools should implement the principle of "low price and low profit" and be strictly controlled within 5% of the publishing profit. The specific pricing standard shall be reported to the provincial price administrative department for approval by the provincial publishing administrative department in consultation with the education administrative department at the same level; The central publishing unit shall publish textbooks for primary and secondary schools, and its pricing standard shall be reported to the State Price Bureau for approval, and shall also be reported to the State Education Commission and the Press and Publication Administration for the record. Sixth primary and secondary school textbooks must be produced by the designated books and periodicals printing factory. Publishing houses and printing houses should establish a sound responsibility system and supervision system, formulate strict quality standards, strengthen the management and supervision of the printing quality of teaching materials, insist on not printing unqualified paper and film, and keep unqualified products from leaving the factory. Where there are pages missing, inverted, white pages, fuzzy and other unqualified products, the book supplier and printer shall be responsible for returning them, and shall not shirk. Seventh primary and secondary school textbooks by Xinhua Bookstore unified subscription and distribution. The selection of textbooks for primary and secondary schools should follow the principle of "diversifying textbooks on the premise of unifying basic requirements" and be carried out under the guidance of the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government. Xinhua Bookstores at all levels should do a good job in subscription and distribution according to the teaching materials selected by local education administrative departments and schools. It is strictly forbidden to subscribe for books other than the catalogue of teaching books with teaching materials, and it is strictly forbidden to distribute teaching materials across provinces. Offenders will be held accountable. Article 8 In principle, Xinhua Bookstore shall not receive books from schools in advance. If it is really necessary to collect books in advance for some reason, it shall be reported to the provincial people's government for approval after consultation with the provincial education administrative department. However, the advance payment period shall not exceed 3 months, and the book advance payment shall not exceed 70% of the total amount of reserved teaching materials. Ninth Xinhua Bookstores at all levels should firmly establish the idea of service education, strive to improve the working system, and ensure that books are delivered to schools before the start of school. If it is really difficult for bookstores in some areas to send books to schools, the expenses incurred by schools to take books by themselves will be reimbursed according to local standards.

Xinhua Bookstore at all levels should actively assist schools in compiling and adjusting textbooks. In towns above the county level, textbook bookstores or textbook counters should be gradually established, and capable and responsible personnel should be equipped to carry out textbook retail business to solve the replenishment problem caused by the flow of students. Tenth governments at all levels should strengthen the guidance of the publication and distribution of teaching materials, and the education and publishing departments should strengthen the leadership of this work. Xinhua Bookstore and primary and secondary schools should cooperate with each other, unite and cooperate, and jointly do a good job in the supply of textbooks for primary and secondary schools. Eleventh these Provisions shall be interpreted by the State Education Commission and the Press and Publication Administration. Article 12 These Provisions shall come into force as of the date of promulgation. Where the relevant provisions before the promulgation of these Provisions are inconsistent with these Provisions, these Provisions shall prevail.
