According to the above responsibilities, the Municipal Education Bureau has 9 internal organs:

(1) office.

Responsible for the daily work of messages, meetings, confidential, archives, finance, suggestions (proposals), security, asset management and other organs; Undertake information, confidentiality, letters and visits, government affairs disclosure, emergency management, supervision and supervision, government affairs coordination and other work.

(2) Planning and Finance Department.

Draw up the city's education development plan and annual plan, allocate and integrate educational resources, and adjust the school network layout; To be responsible for the statistics, analysis, report and release of educational information; Coordinate the finance, development and reform departments to formulate education charging items and standards, and manage and make good use of education funds; Formulate policies and measures to raise education funds through multiple channels and improve school conditions; Responsible for the adjustment of the educational structure of schools at all levels and below the municipal level; Responsible for organizing the preparation of the annual education expenditure budget and final accounts of the directly affiliated units; Responsible for fund allocation, design, approval, organization of bidding, construction management, completion acceptance and final accounts of infrastructure and school building maintenance projects of directly affiliated units; Responsible for the management of state-owned assets and internal financial audit of directly affiliated units; Responsible for the government procurement of materials of directly affiliated units, and guide the greening and beautification of school campuses, school building construction management and school safety and security work in the city; Coordinate and guide the implementation of the socialization reform of university logistics in the city; Responsible for coordinating industry and commerce, taxation, price and financial inspection.

(3) Personnel Section.

Responsible for personnel management, organization establishment, labor wages and other work of organs and directly affiliated units; Planning and guiding the construction of teachers in the city; Guide the implementation of the teacher qualification system; Responsible for the appointment of professional and technical positions of school teachers at all levels in the city in conjunction with relevant departments; Responsible for the deployment, rewards and punishments of teachers in directly affiliated units; Responsible for the assessment management of civil servants below the bureau level.

(4) Basic Education Section (Office of the Municipal Language and Literature Working Committee).

Guide the city's basic education; Focus on popularizing nine-year compulsory education; Formulate educational and teaching guidance documents; Guide the reform of education and teaching; To guide the ideological and moral education, preschool education, ethnic education, off-campus education, special education and work-study education in primary and secondary schools in the city; Responsible for the application of modern educational technology in primary and secondary schools and the provision of books, materials and teaching instruments and equipment; Responsible for student status management, junior high school enrollment and students' comprehensive quality evaluation; Guide the city's junior and senior high school academic examinations; Guide and manage the compilation and use of teaching materials; Coordinate and guide the city's educational research, teaching and scientific research; To manage and guide the work of basic education, various schools and educational institutions of social forces; Coordinate the city's language management.

(5) Sports health and art education.

To guide the city's school physical education, health, art education and national defense education; To formulate guiding documents for physical education, health, art and national defense education and teaching; Coordinate and guide physical education, health, art education, scientific research, teaching research and teaching reform; Responsible for the organization, management and evaluation of physical education, health and art education and teaching activities in schools at all levels, and the planning and organization of large-scale activities; Responsible for school health inspection.

(6) Vocational and Adult Education Section.

To implement the principles, policies, laws and regulations of vocational education and adult education; To formulate the city's vocational and adult education development plan and organize its implementation; Responsible for the overall planning, allocation and coordination of vocational education and training resources; Responsible for enrollment and employment guidance, student status management, professional foundation and skill assessment in secondary vocational and adult schools; Responsible for the training of professional teachers and the assessment of job skills; To formulate the city's adult community education plan and organize its implementation; Responsible for the management and guidance of non-academic education institutions organized by social forces and vocational certificate examinations; Responsible for rural vocational and adult education reform and rural practical technical personnel training; Responsible for the education and vocational skills of employees; Responsible for eliminating illiteracy among young people; To guide vocational, adult education, teaching and scientific research.

(7) Education Supervision Office of Liaoyuan Municipal People's Government.

Undertake the daily work of the education supervision office of the municipal government. To study and formulate normative documents, rules and regulations and index system of education supervision in the whole city; Organize inspectors to give comprehensive guidance, supervision, inspection and evaluation to the education work of the people's governments at lower levels, the administrative departments of education and secondary and lower secondary schools; To guide the county and district education supervision; Complete the drafting of important meeting materials and important work supervision reports.

(8) Policy and Regulation Department (Administrative Examination and Approval Department).

Responsible for studying the city's education reform and development strategy, and conducting policy research on major issues; To undertake the legality review of relevant normative documents of this organ; Responsible for the legal system construction and administration according to law of the city's education system, and undertake education administrative law enforcement, administrative reconsideration, administrative litigation and comprehensive management of social security; Responsible for the supervision and inspection of the implementation of education laws and regulations in the city's education system; Responsible for school family planning and patriotic health work.

According to the national and provincial education policies, laws and regulations, responsible for the acceptance and approval of relevant administrative examination and approval items in the city's education administration; Responsible for organizing and coordinating the exploration, demonstration, review and reporting of administrative examination and approval items; Responsible for the issuance of relevant administrative licenses; Responsible for the use and management of the special seal for administrative examination and approval; Responsible for administrative reconsideration and administrative litigation of administrative examination and approval matters; Responsible for other administrative examination and approval items undertaken by the education administrative department as stipulated by laws, regulations and rules.

(9) Party Committee Office.

Responsible for the construction of grass-roots organizations of units directly under the Bureau and the construction of party member team; Unify the relationship between party organizations of directly affiliated units; Responsible for the construction of leading bodies and the training, selection, appointment and removal, training, supervision and management of cadres in units directly under the bureau; Responsible for the propaganda and ideological and spiritual civilization construction of the units directly under the bureau; Responsible for the work of trade unions, the Communist Youth League, women's federations, the United Front, retired cadres, old associations for science and technology, working committees and the Red Cross.
