According to the requirements of "Notice of Hunan Provincial Department of Education on Doing a Good Job in Teacher Qualification Certification in 2020" and "Announcement on Teacher Qualification Certification in Hunan Province in 2020", combined with the actual work of teacher qualification certification in our city, the relevant matters concerning teacher qualification certification in the spring of 2020 are hereby notified as follows:
First, the acceptance object
1. China citizens who support the party's basic line, fully implement the party's education policy, consciously abide by the teachers' law and other laws and regulations, abide by teachers' professional ethics, love education, love students, be a model, and have not reached the national statutory retirement age.
2. Applicants for teacher qualification (hereinafter referred to as "applicants") should be in the administrative area of Changsha, including the domicile, residence (with local residence permit and within the validity period) or attending schools (only for fresh graduates and graduate students).
3. The applicant meets the requirements for obtaining the teacher qualification at the corresponding level as stipulated in the Teachers Law, the Regulations on Teacher Qualification and other laws and regulations.
4. Changsha Education Bureau only accepts the qualifications of senior middle school teachers, secondary vocational school teachers and secondary vocational school internship instructors.
If you need to apply for kindergarten teacher qualification, primary school teacher qualification and junior high school teacher qualification, please go to the district, county (city) education bureau where your household registration, residence or school is located to consult and apply (see annex 1 for details). The specific requirements shall be subject to the notice of the district/county (city) Education Bureau.
Second, the application steps
There are four stages in accepting teacher qualification applications.
(1) Online declaration stage (June10-June 24th)
1. Applicants must log on to the China Teachers' Qualification Website (hereinafter referred to as the online newspaper system) within the time specified in this announcement, make a declaration from the "Online Newspaper Portal for Teachers' Qualification Certification Applicants", fill in the registration information truthfully and completely according to the system prompts, and upload a recent one-inch electronic photo (format: JPG/JPEG, with a color white background, no more than 200K, the same version as the photo required in Annex 3; The mailing address and telephone number must be detailed and accurate. The appraisal application form and teacher qualification certificate will be signed and mailed by myself. The application form should be placed in the applicant's file, and the applicant should keep it properly).
2. The applicant shall, in accordance with the corresponding academic requirements for teacher qualifications, determine the category of teacher qualifications he applies for. Applicants who pass the qualification examination for primary and secondary school teachers must make sure that the teaching subjects must be the same as the majors they apply for; 20 15, 15 All kinds of graduates majoring in normal education (including full-time master of education) who entered the school before February 30 may apply for the same or similar teaching subjects as their major without taking the teacher qualification examination (see Annex 3 for the application materials).
3. When applying online, you still need to choose the on-site confirmation point. The applicant should choose the education bureau of the district/county (city) as the on-site confirmation point according to the household registration, residence or school address (see Annex 1 for details).
(2) Policy consultation and physical examination stage (May 25th-July 1)
1. Policy consultation. If the applicant has policy questions, he can go to the corresponding teacher qualification accreditation institution (consistent with the on-site confirmation point of teacher qualification accreditation selected during online application, the same below) for on-site consultation or telephone consultation (telephone number is shown in Annex 1) to determine whether the application conditions are met.
2. Physical examination. Applicants should go to the hospital designated by Changsha Education Bureau for physical examination before July 1 (see Annex 2 for details). Applicants from Changsha County, Wangcheng District, Liuyang City and Ningxiang City may have physical examinations in local designated hospitals or urban designated hospitals. The medical examination results are delivered by the hospital to the education administrative department, and I don't need to collect them.
3. Some hospitals (Wangcheng, Liuyang and Ningxiang) need to postpone the start time of physical examination for some reasons. Please check Annex 2 carefully. If they are in urgent need of physical examination, they can go to other designated hospitals.
(3) Submission of materials through the Internet (July 2-July 9)
1. Applicants must log on to Changsha online platform (/portal/one-thing) from July 2 to July 9, click "I want to apply for teacher qualification certificate" (you can search for "teacher qualification certificate"), then select the corresponding district, county (city) as the processing place (consistent with the on-site confirmation point selected when applying online), and then pass the real-name authentication according to the system prompt. If the application materials do not meet the requirements, the staff will start the correction procedure, and the applicant should supplement the materials within the specified time, and ask the applicant to pay attention to the relevant processing progress on a certain network platform. The system prompts that after the application is completed, the original "on-site confirmation" work is completed, and it is not necessary to apply at the window of the education administrative department. Please record the acceptance number for easy inquiry.
2. If online processing cannot be completed, the applicant can submit the on-site materials to the corresponding on-site confirmation point (attachment 1) for processing.
(4) Expert online audit and certification stage (July10-July 30)
1. The Teacher Qualification Expert Review Committee of Changsha Education Bureau conducts online review of the applicant's materials and makes a conclusion on whether it is passed or not.
2. Applicants can check the identification results through the online platform. After the identification work is completed, it will be publicized through Changsha Education Information Network (website/). Applicants can check the application status by paying attention to the "government information disclosure" column of Changsha Education Information Network or logging on a website, and our bureau will not inform or notify them through other channels.
3. Changsha Education Bureau will make teacher qualification certificates for qualified applicants (except fresh graduates) and send them together with the application through EMS. Please ensure that the address and contact information filled in when applying online are true and valid. The certificate and application form must be signed by the applicant himself (EMS will not be delivered until I receive the call, so please pay attention to answering strange calls at the corresponding time to avoid delaying time).
4. Fresh graduates need to hold the original graduation certificate to Changsha Municipal Affairs Service Center (No.20, a section of Jinxing North Road, Yuelu District, Changsha City) to receive the teacher qualification certificate and the application form.
