With the rapid development of economy and society, the current charge management policy is no longer in line with the reality of the development of primary and secondary education. There are some problems such as unreasonable charging items, unscientific pricing authority, inadequate management of tuition fees in public high schools and private primary and secondary schools, and unclear regulations on charging management in vocational high schools. It is urgent to improve relevant management policies, standardize charging behavior, and better promote the healthy development of vocational education in primary and secondary schools.

These measures include the following five aspects:

First, expand the price management authority of the people's government at the county level. According to the original management regulations, the accommodation fees for primary and secondary schools, tuition fees for public high schools and tuition fees for non-profit private primary and secondary schools are managed by the municipal people's government with districts. In order to improve the scientificity and rationality of government pricing and compact the local regulatory responsibility, the Measures authorize the people's governments at the city and county levels to manage the above fees, and the specific pricing classification management authority shall be determined by the people's governments of districts and cities according to local conditions.

The second is to liberalize the price management right of private schools. Further clarify the pricing authority of for-profit private high schools, and the charging standards such as tuition fees and accommodation fees are determined by the schools themselves. We will implement a differentiated charging policy for non-profit private primary and secondary schools, and implement a one-price policy for tuition and accommodation according to the needs of school construction and management. Municipalities are authorized to carry out the pilot reform of non-profit private primary and secondary school fees marketization according to the degree of local public education security and the development of private education.

The third is to strictly charge items and follow the principle. Fees in primary and secondary education are divided into four categories: tuition, accommodation, service and agency fees. Strictly define the service charges and agency charges that are strongly reflected by the society and are easy to collect fees indiscriminately, and limit the charging items. Among them, the service fee includes meal fee, school bus service fee, card replacement fee and after-school service fee; _ Fees collected on behalf of students include homework fees, students' clothing fees, social practice fees, residents' basic medical insurance fees, accidental injury insurance fees, textbook fees, high school textbooks, etc.

At the same time, it is clear that charging should follow "two principles":

_ First, the "voluntary principle": it is stipulated that service charges and agency charges must adhere to the voluntary principle of students and parents, and schools are not allowed to force services or charges.

_ Second, the "non-profit principle": it is stipulated that schools should not obtain any economic benefits in the process of providing students with services other than normal teaching and handling matters on their behalf.

The fourth is to strengthen the dynamic supervision of high school tuition fees. Senior high school is a non-compulsory education, and the tuition fees are determined according to the principle that government investment is the mainstay and society and the educated share it. The "Measures" stipulate that the tuition standard of public high schools should comprehensively consider the local economic development level, school conditions, social affordability and other factors, conduct regular cost supervision and examination every three years, and approve the charging standard every three years in principle, strengthen the dynamic supervision of high school tuition, and ensure that the charging management policy is more scientific and reasonable.

Fifth, improve the management policy of secondary vocational education fees. The "Measures" stipulate that the fees of ordinary middle schools, vocational high schools, technical schools and other secondary vocational schools that implement full-time education shall be implemented with reference to the provisions on education fees in high schools, and the departments of development and reform, finance, human resources and social security, education and other departments of cities and counties shall manage them according to their respective responsibilities. Public secondary vocational schools are free of tuition fees in accordance with the relevant provisions of the state, and private secondary vocational schools can charge students tuition fees higher than financial subsidies.
