Regulations of Liaoning Province on Nine-year Compulsory Education
Article 1 In order to implement the Compulsory Education Law of People's Republic of China (PRC), these Regulations are formulated in light of the actual situation of this province. Article 2 Nine-year compulsory education is basically popularized in the whole province. People's governments at all levels shall formulate plans for popularizing nine-year compulsory education according to the local economic and cultural development, and organize their implementation.

Nine-year compulsory education is divided into two stages: primary education and junior high school education. Popularizing primary and secondary education must be carried out on the basis of popularizing primary education. Article 3 Compulsory education must implement the national education policy, strive to improve the quality of education, enable students to develop morally, intellectually and physically in an all-round way, and lay a foundation for improving the quality of people of all ethnic groups in the province and cultivating talents with ideals, morality, culture and discipline for socialist construction. Article 4 All children who have reached the age of six, regardless of sex, nationality or race, should go to school to receive compulsory education. Do not have the conditions of the region, can be postponed to seven years old. People's governments at all levels should actively create conditions for the transition from the current age of seven to six, and gradually implement it in a planned way.

The state, society, schools and families must protect the right of school-age children and adolescents to receive compulsory education according to law. Article 5 People's governments at all levels shall set up special education schools (classes) to enable blind, deaf-mute and mentally retarded children and adolescents to receive primary school, junior secondary education or junior secondary vocational and technical education. Article 6 People's governments at all levels shall help minority areas and minority schools to implement nine-year compulsory education in terms of teachers and funds. Article 7 Parents or other guardians have the obligation to make school-age children and adolescents raised or supervised by them complete compulsory education. The local people's government will give necessary punishment to those who fail to fulfill this obligation without justifiable reasons after education, and force them to fulfill their obligations.

School-age children and adolescents need to be postponed or exempted from school due to special reasons such as illness, and their parents or other guardians shall apply for approval by the township (town) people's government or the subdistrict office. Article 8 It is forbidden for any unit or individual to recruit minors who have not completed compulsory education for a specified number of years in this area. Offenders shall be ordered to return by the local people's government of the employer; If the circumstances are serious, you may also be fined, ordered to suspend business or revoke your business license. Ninth school-age children and adolescents receive compulsory education, and the state is free of tuition fees. And gradually exempt from miscellaneous fees, the implementation steps are decided by the local people's government according to the financial situation.

The state establishes scholarships to give subsidies to students with financial difficulties. Tenth compulsory education, by the people's governments at all levels, the implementation of hierarchical management.

The rural areas implement the leadership system of running schools at the county, township and village levels and managing at the county and township levels. The leadership system of primary schools and junior high schools in urban areas shall be determined by the municipal people's governments themselves.

Teachers must have the professional ability to do this job. Graduation from secondary normal schools and higher normal schools within a time limit or equivalent.

Establish a teacher qualification examination system and issue qualification certificates to qualified teachers. Thirteenth people's governments at all levels should take effective measures to improve the social status of primary and junior high school teachers and improve their material treatment.

Urban unified housing should be allocated to primary and junior high school teachers in proportion. People's governments at all levels should allocate more funds to build workers' housing. Rural teachers should give priority to providing housing bases and building materials when building houses.

Private teachers implement the salary system. The salary of private teachers should be gradually not lower than that of similar local public teachers, and their remuneration should be settled by the township (town) or county (district) people's government in addition to state subsidies. Shall not be in arrears with the wages of private teachers. Rural teachers are not engaged in voluntary work. Give priority to ensuring the employment of children of teachers with non-agricultural hukou in rural areas.

Encourage teachers to engage in education for life. Engaged in teaching for more than 30 years, awarded the honorary certificate by the provincial people's government.

Teachers who often go to rural areas to support their work from urban areas and counties will keep their urban hukou and be given a certain living allowance by the local people's government. Article 14 The whole society should respect teachers. The legitimate rights and interests of teachers are protected by law. Those who violate teachers' personal rights should be dealt with seriously, and those who violate the criminal law should be punished according to law. Fifteenth provincial, municipal and county (District) people's governments should strengthen and develop normal education, run normal colleges and teachers' training colleges well, take measures to improve the quality of normal education and the political and professional quality of primary and secondary school teachers, and ensure the source and quality of teachers.

Secondary normal schools and normal colleges should expand the proportion of rural enrollment to ensure the needs of rural compulsory education. Normal college graduates must engage in school education in accordance with the regulations.
