Measures of Taiyuan Municipality on the Supervision and Administration of Safety Production of Mining Enterprises
Chapter I General Provisions Article 1 In order to strengthen the supervision and management of production safety in mining enterprises, prevent and reduce all kinds of accidents and occupational hazards, protect the personal health and safety of mine workers and promote the smooth development of economic construction, these measures are formulated in accordance with the Mine Safety Law of People's Republic of China (PRC), the Safety Production Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality. ? Article 2 The term "mine" as mentioned in these Measures refers to the places and their ancillary facilities engaged in the exploitation of energy minerals, metal minerals, non-metal minerals or other mineral resources in the ground and underground areas approved according to law. ? Article 3 Within the administrative area of this Municipality, all those who engage in mineral resources exploitation activities and supervision and management of production safety shall abide by these measures. ? Article 4 Mine safety and labor protection must adhere to the principle of "safety first, prevention first". Rely on scientific and technological progress, implement scientific management, strengthen safety education and training, and improve the technical quality of workers. Take effective preventive measures to eliminate and stop all bad conditions and behaviors that endanger mine safety and workers' personal health and safety. ? Article 5 The Municipal Administration of Work Safety shall be responsible for the supervision and management of mine safety production in the whole city, and implement comprehensive supervision according to law. ?

County (city, district), Township People's government (street offices) set up the supervision and administration of production safety institutions or designated full-time personnel shall be responsible for the supervision and administration of production safety of mining enterprises within their respective jurisdictions. Other relevant government departments and competent departments of mining enterprises shall, according to their respective responsibilities, do a good job in the supervision and management of mine safety production. ?

City, county (city, district), township (street office) safety production supervision and management departments or institutions are business leaders, and subordinate departments should accept the business guidance of superior departments. ? Article 6 The safety production management of mining enterprises must strictly implement the relevant laws and regulations and the safety regulations of their minerals, and the setting and construction of safety facilities must meet the requirements of industry regulations and standards. ? Article 7 Trade unions shall organize mine workers to participate in the democratic management and supervision of production safety in their own enterprises according to law, and safeguard the legitimate rights and interests of workers in labor protection. ? Article 8 All units and individuals have the obligation to safeguard mine safety production, and have the right to report and stop acts that endanger mine safety production and endanger the lives and health of mine workers. ? Ninth people's governments at all levels and their relevant departments and mining enterprises shall commend and reward the units and individuals that have made remarkable achievements in safety production. ? Chapter II Mine Safety Guarantee? Tenth mine construction projects shall be carried out in accordance with the relevant provisions of the state safety conditions and safety evaluation.

The safety facilities of mine construction, renovation, expansion and technical transformation projects must be designed, constructed, put into production and use at the same time as the main project. ? Eleventh mining enterprises must be in accordance with the provisions of the state to extract special expenses for safety technical measures, and use them in accordance with the provisions. ? Twelfth mining enterprises should set up safety production management institutions or full-time safety production management personnel according to regulations, and must establish and improve the responsibility system for safety production at all levels and various safety management rules and regulations. ? Thirteenth mining enterprises should have mine rescue teams to serve them, and should be equipped with necessary emergency rescue equipment and equipment. ? Article 14 Mining enterprises shall prepare plans for the prevention and control of mine disasters every year, and the mine manager shall be responsible for organizing employees to study, so as to ensure that each employee is familiar with disaster avoidance routes and emergency rescue and self-help measures for accidents. ? Fifteenth mining enterprises should have perfect communication facilities inside and outside the mine and underground. ? Article 16 Mining enterprises must meet the following technical requirements:

(a) mining must be carried out within the mining area approved according to law, and sufficient safety isolation pillars must be left at the boundary according to regulations, and cross-layer and cross-border mining is prohibited; ?

(2) The necessary drawings such as mine engineering plan, underground comparison diagram, ventilation system diagram, road map for disaster avoidance, underground power supply system diagram, etc. shall be filled in in time to reflect the actual situation; ?

(3) In mining operations, a mining plan and operating rules shall be prepared, which conform to the mining sequence, the mining method is reasonable, and the resource recovery rate meets the specified requirements; ?

(four) production mines must have at least two independent, convenient for pedestrians and direct access to the ground. Each production level, mining area (panel) and stope (working face) must have at least two pedestrian exits, which are connected with the exits leading to the ground. During underground mining operations, the roof must be well managed in accordance with the provisions of the operating procedures. In case of geological fracture zone, soft roof and floor, fault, mined-out area and roof caving area, safety measures must be formulated to strengthen support; ?

(five) the stage height, platform width and slope angle of open-pit mining and stripping operations must comply with the provisions of relevant safety regulations. ? Seventeenth each mine must have an independent ventilation system to ensure that there is enough fresh air underground. And meet the following requirements:

(a) the coal mine must adopt mechanical ventilation, and should have the same capacity of the standby main fan. The ventilation of non-coal mines shall meet the requirements of their safety regulations and industry norms;

(two) the ventilation system is reasonable, and old air ventilation shall not be used, and there shall be no series ventilation, short circuit, circulating wind, no wind, breeze and other phenomena that do not meet the requirements; ?

(three) the mine must be equipped with a sufficient number of ventilation testing instruments, toxic and harmful gas testing instruments and testing personnel. Testing instruments and meters shall be calibrated regularly according to regulations to ensure their integrity and accuracy; ?

(four) the underground air volume, wind quality, wind speed and the climate of the workplace and the concentration of toxic and harmful substances must comply with the provisions of mine safety regulations, and be tested regularly; ?

(5) The local ventilation equipment must be installed in the underground heading face, and meet the requirements of mine safety regulations. ?
