The water project mentioned here is not equivalent to "water conservancy project", and does not include the design and construction contents of water conservancy project. The implementation of water resources management measures concerns everyone. The public is an important part of the implementers of water resources management. Although the role of everyone in water resources management is not as great as that of decision makers, there are a large number of people, and their comprehensive role is the mainstream of water resources management. Only when most people understand and participate in water resources management can we ensure the implementation of water resources management policies and the sustainable utilization of water resources [9]. It should be noted that "water science" mentioned here is different from "water conservancy project", and they are not the relationship between inclusion and inclusion. In the "soft" part of hydraulic engineering, it is a part of water science to study the characteristics, laws, development and utilization of water. Specifically, the contents of engineering design, test and construction in water conservancy projects are not included in "water science", because these contents are not only applicable to water conservancy projects, but also to other industries, such as geotechnical engineering, engineering structures, roads and bridges. Of course, the basic research contents of water science such as water physics, water chemistry, water biology and water management (including water law, water culture, water information and water education) do not belong to the discipline of water conservancy engineering. In the application guide of the National Natural Science Foundation (such as the guide in 2006), water conservancy discipline is divided into two major fields: water science and water management, water conservancy engineering and ocean engineering. It can be seen that "water science" and "water conservancy project" are different.
