Private teachers are an important part of primary and secondary school teachers in China. For a long time, the majority of private teachers have made great contributions to the development of rural education in China. The CPC Central Committee and the State Council attached great importance to and cared for private teachers, and put forward the goal of "basically solving the problem of private teachers by the end of this century". This is an important decision made by the CPC Central Committee and the State Council to promote the development of rural education, and an important measure to strengthen the construction of rural school teachers, ensure "two basics" and promote "two satisfactions". In order to ensure the smooth realization of this goal, with the consent of the State Council, the relevant issues are hereby notified as follows:

First, solve the problem of private teachers as a whole, implement local responsibility system, and actively cooperate with all relevant general production departments. People's governments at all levels should attach great importance to it, formulate specific implementation plans to solve the problem of private teachers in the region in accordance with the overall national planning and local conditions. All provinces, autonomous regions and municipalities directly under the Central Government are requested to submit the specific local implementation plan to the General Office of the State Council before the end of February 65438, and send a copy to the State Education Commission, the Ministry of Personnel, the State Planning Commission and the Ministry of Finance.

Second, to solve the problem of private teachers, we should strengthen management, improve quality and improve treatment. At the same time, it is necessary to fully implement the policy of "closing, transferring, recruiting, resigning and retiring", plan by region, reduce the number of private teachers year by year, and strive to basically solve the problem of private teachers by the end of this century. Advocate and encourage qualified areas to solve the problem of private teachers. During the Ninth Five-Year Plan period, the annual goal of solving the problem of private teachers in China is: the proportion of private teachers in primary and secondary schools nationwide will drop from 17% in 1996 to 12%, from 198 to 7%, and from 1999 to 7%.

Three, resolutely control the access of new private teachers, and no region or unit may add private teachers for any reason. The privately-run teachers recognized by the state are limited to those who hold the Employment Certificate of Private Teachers issued by the education administrative department at or above the county level and file it with the provincial education administrative department. The provincial people's government originally stipulated that the term of private teachers recognized by the state shall not be changed.
