The term "education for the elderly" as mentioned in these Regulations refers to the educational activities organized and implemented by educational institutions for the elderly to meet the needs of the elderly to realize lifelong learning, improve their physical and mental health and participate in social development.
The term "educational institutions for the elderly" as mentioned in these Regulations refers to institutions engaged in educational activities for the elderly organized by the government, enterprises, institutions, social organizations, other social organizations or individual citizens, including universities for the elderly at all levels, open universities for the elderly, colleges of education for the elderly and schools for the elderly. Article 3 Education for the elderly is an important part of national education and the cause for the elderly. Adhere to the principle of Party committee leadership, government-led, social participation, grass-roots orientation, local conditions, and teaching according to needs, promote diversified and characteristic development, and realize a sense of security, learning, happiness and security for the elderly. Article 4 The people's governments at or above the county level shall be responsible for coordinating the work of education for the elderly within their respective administrative areas, incorporating the education for the elderly into the national economic and social development plan and the education development plan, establishing and improving the management system of education for the elderly, incorporating the funds of government-sponsored educational institutions for the elderly into the fiscal budget at the same level, and broadening the channels for the investment of funds for education for the elderly. Article 5 The administrative department of education of the people's governments at or above the county level shall be in charge of the education for the aged within their respective administrative areas. Development and reform, science and technology, civil affairs, finance, human resources and social security, natural resources, urban and rural housing construction, cultural tourism, health, sports and other relevant departments should do a good job in education for the elderly according to their respective responsibilities.
Establishment, veteran cadres and other departments do a good job in the education of the elderly within their respective responsibilities. Article 6 The people's governments at or above the county level shall incorporate the old-age education institutions into the urban and rural public service system, integrate and utilize the education, culture, science and technology, health, sports, pension and other resources within their respective administrative areas, improve the school-running conditions of all kinds of old-age education institutions at all levels, form a supply pattern of old-age education oriented to grassroots needs, and give priority to the development of old-age education in urban and rural communities.
Township people's governments and sub-district offices should make use of existing public welfare resources to set up educational institutions for the elderly and carry out educational activities to meet the needs of the elderly.
Encourage social forces to participate in education for the elderly, encourage the establishment of classrooms and other learning places for the elderly in nursing homes, nursing homes and other old-age service institutions, and carry out education activities for the elderly by offering courses, holding lectures and displaying learning results. Article 7 The education administrative department of the people's government at or above the county level shall, jointly with the relevant departments, establish and improve the information database of full-time and part-time personnel in the elderly education, and provide services such as teacher information for the elderly education institutions.
Encourage and support experts, scholars, teachers and other personnel with professional knowledge and expertise to engage in elderly education and related research work. Article 8 The education administrative department of the people's government at or above the county level shall, jointly with relevant departments, formulate an implementation plan for the development plan for the aged education, which shall be implemented after being approved by the people's government at the corresponding level; In conjunction with relevant departments, study and formulate guidelines for the study and development of the elderly and standards for the construction of learning resources, and establish a curriculum information base.
Support the open university to hold universities for the elderly, carry out distance education for the elderly, and build an online learning platform for elderly education.
Encourage other schools and education and training institutions to use the Internet, mobile communication and other platforms to offer courses for the elderly. Ninth people's governments at or above the county level and the relevant departments shall protect the legitimate rights and interests of the staff of institutions for the aged according to law.
The rights and interests enjoyed by the staff of pension institutions in terms of wages and benefits, professional training, job title evaluation and employment, performance appraisal, etc. shall be handled in accordance with the provisions of laws and regulations. Article 10 The education administrative department of the people's government of a province or a city divided into districts shall support universities in the province to hold universities for the aged, make full use of higher education resources to strengthen the curriculum construction of related majors in the aged education, carry out theoretical and policy research and exchanges and cooperation in the aged education, and cultivate teaching and management talents in the aged education. Eleventh enterprises and institutions, social organizations and other social organizations, residents' committees and villagers' committees shall support the cause of education for the elderly. Twelfth radio, television, newspapers, Internet and other media should publicize the education for the elderly through various forms to create a good social atmosphere. Thirteenth people's governments at all levels should formulate policies and measures to support social forces to set up educational institutions for the elderly, provide social education services for the elderly, and develop education for the elderly through government purchase of services and project cooperation. Article 14 Support the use of market mechanism to adjust the relationship between supply and demand, optimize the market structure, content and layout of education for the elderly, encourage social organizations and individuals to organize or participate in education for the elderly through sole proprietorship and cooperation according to law, and support the development of education activities for the elderly by providing teachers and developing courses. Fifteenth the establishment of an elderly education institution shall meet the following conditions:
(1) Having an organizational structure and articles of association;
(2) Having teachers and staff suitable for running a school;
(3) Having teaching places, facilities and equipment that meet the prescribed standards;
(four) there are corresponding sources of funding for running schools.
The establishment, alteration and termination of educational institutions for the aged shall go through the formalities of examination and approval, registration or filing in accordance with the relevant provisions of the state.
