Can a region attach importance to education only by the enrollment rate or the education level of its population? The answer is no, for rural areas, the standard to judge people's emphasis on education should be the proportion of their expenditure on education to family income. Although rural areas are economically backward, it is precisely because of backwardness that they are more eager for education than urban people and are more eager to be admitted to universities! When you see the villagers in Zhoujia Village scrimping and saving for their children to go to school; When you hear the old man say that you are going to sell iron at school, will you still say that they don't attach importance to education and are still counting how many children are out of school? ! Then, is it too arbitrary and contains some discriminatory elements to blindly label the poor and poor areas? I say this not because I am a rural student, but this is the real situation of our investigation, which I have experienced personally.

In the final analysis, farmers still depend on the weather for food, and agriculture is a typical risky industry. Now the countryside is aging, and many farmers have low education level and weak awareness of disaster prevention. They don't know what to do when they receive the loss, and they can only rely on the care of "God". When the weather is unpredictable, it is farmers who suffer. Because of its own weakness and the particularity of the production process, it faces many risks in the whole industrial production cycle, such as natural risks, market risks and policy risks. Therefore, increasing agricultural production, increasing farmers' income and rural development are inseparable from the prevention and control of agricultural risks, and the disaster compensation function of agricultural insurance is also promoting the socialized transfer and dispersion of agricultural risks. During the publicity activities, I found that the local villagers' awareness of agricultural production safety is weak, and a large number of villagers know little about agricultural production safety policies and have a narrow understanding of agricultural insurance. Some people think it is unnecessary to spend money on insurance; Some farmers have a little insurance awareness, but they don't know how to settle claims; Some people even worry that they will be cheated by insurance.
In this way, in the event of natural disasters, agricultural products will easily become poor and return to poverty due to disasters.
