Chapter I General Provisions Article 1 In order to strengthen elevator safety management, prevent and reduce elevator accidents, and ensure the safety of people's lives and property, these Regulations are formulated in accordance with the Law of the People's Republic of China on Safety of Special Equipment, the Regulations of the State Council on Safety Supervision of Special Equipment and other relevant laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the selection and configuration, installation, renovation, maintenance, use, maintenance, inspection, emergency response and related supervision and management activities of elevators within the administrative area of this Municipality.

Article 3 The elevator safety management shall adhere to the principles of safety first, prevention first, energy saving and environmental protection, clear responsibility and comprehensive management. Article 4 The people's governments of cities, counties and districts shall strengthen their leadership over elevator safety work within their respective administrative areas, and urge relevant departments to perform their duties of supervision and management according to law; Establish a coordination mechanism to coordinate and solve the problems existing in elevator safety supervision and management in time; Elevator safety management funds included in the fiscal budget at the corresponding level.

Development zone management agencies shall be responsible for elevator safety supervision and management within their respective jurisdictions according to their duties.

Street offices and community administrative affairs management centers shall cooperate with relevant departments to do a good job in elevator safety management. The news media should strengthen the public welfare propaganda of safe use of elevators and advocate public civilization to take elevators. Chapter II Selection, Configuration, Installation, Renovation and Maintenance Article 8 The selection and configuration of elevators of the construction unit shall be suitable for the building structure and use requirements, and meet the requirements of energy saving, environmental protection, fire fighting, first aid and accessibility. No elevators produced without permission, not inspected, unqualified in inspection or explicitly eliminated or scrapped by the state shall be selected. Twelfth elevator installation, renovation and major maintenance shall be subject to the supervision and inspection of inspection and testing institutions in accordance with the requirements of safety technical specifications; Without supervision and inspection or unqualified supervision and inspection, it shall not be delivered for use. Chapter III Use Management Article 13 The elevator user is the main body responsible for the safe use management of elevators and is responsible for the safe use management of elevators.

Elevator use units are determined in accordance with the following provisions:
