In August, 2007, Minister of Education Zhou Ji clearly pointed out that holding repeat classes in public senior high schools is using national resources to collect fees, which is not conducive to educational equity. Therefore, it is required that from 2008, all public high schools in China are prohibited from holding repeat classes and recruiting repeat students in senior three. Nanzhao: The re-reading class in No.1 Middle School has started.

More than a month after the college entrance examination, students who failed in the college entrance examination began to return to school to repeat their studies. They are dreaming the same dream, hoping to change their fate through repetition. Since July 10, the teachers and students of the graduating class have entered the role.
On a wall near the gate of Nanzhao No.1 Middle School, the reporter saw an enrollment brochure, the content of which is the enrollment method for senior three review students in Nanzhao No.1 Middle School in autumn 2008. According to the brochure, Nanzhao No.1 Middle School is a model high school in Nanyang and an old public school in nanzhao county, and achieved good results in the college entrance examination in 2008. On this basis, the school continues to recruit repeat students with the goal of "building a first-class teacher team and creating a high-quality high school", and defines the repeat fees and preferential policies according to the results of the college entrance examination.
According to the enrollment brochure, students who have scored in the first, second and third grades of the college entrance examination can be exempted from tuition and fees, class fees and computer fees when they repeat their studies, and they will be awarded scholarships of 300 yuan, 150 yuan and 100 yuan every month. Students below the third line need to pay different levels of tuition.

Shangqiu: All public offices have advanced recruitment classes.
Similar to the situation in nanzhao county No.1 Middle School, most public schools in Shangqiu have held repeat classes and used high-profile media to publicize enrollment.
On July 25th, a person familiar with the matter in Shangqiu City led a reporter to visit the first, second and fourth high schools in the urban area, and found that these high schools were enrolling students to repeat classes.
At 3 pm, the reporter came to Shangqiu No.1 High School. The guard room on the right side of the school gate has become the enrollment office of the re-reading class. There is a row of tables in the middle of the room, with three male teachers and two female teachers sitting behind. There are consulting, charging and other brands on the table, each with its own division of labor. Many students and parents ask the admissions teacher for various questions about repeat reading. Outside the Admissions Office, there is also a beautifully printed Announcement of Enrollment for Repetition Classes in Shangqiu No.1 Senior Middle School in 2008, which is very attractive.
Subsequently, the reporter went to Shangqiu Overseas Chinese Liang Hao Senior High School (Shangqiu No.2 Middle School), and a notice to recruit repeat students was posted at the school gate, similar to Shangqiu No.1 Middle School. In Shangqiu No.4 Middle School, the enrollment notice of the repeat class is also posted at the school gate, and many students browse here.
"Not only urban high schools, but also counties and cities." You Heng, principal of Jiujiu High School in Minquan County, Shangqiu City, said that Quan Min High School and Quan Min No.1 Middle School are both municipal demonstration high schools and old public schools. Recently, they all started the propaganda of recruiting repeat students, not only posting enrollment notices everywhere in the county, but also sending teachers to the students' homes to persuade and mobilize. The headmaster of a private school in Yucheng County also revealed to reporters that Yucheng High School is a provincial model high school and Yucheng No.2 Middle School is an ordinary high school. Both schools are public schools, but recently they have also begun to publicize and recruit repeat students on a large scale.
Why did the ban become a dead letter?
On August 4, 2007, Minister of Education Zhou Ji pointed out at the symposium on the implementation of state-funded policies for secondary vocational schools and the task of enrollment in 2007 held in Hubei Province that holding repeat classes in public high schools is charging by using state resources, which is not conducive to educational equity. Starting from next year, all public ordinary high schools in China will be forbidden to hold repeat classes and recruit repeat students in senior three.
Many deputy directors of nanzhao county Education Bureau revealed that before and after the Spring Festival in 2008, the Henan Provincial Department of Education also required all public high schools in the province to ban repeat classes from 2008.
Then, in the face of such a serious "ban", why do public schools still ignore it and do not hesitate to "break through the red line" to hold repeat classes?
A class teacher of the graduating class of senior three told the reporter that the school did not pay attention to economic benefits in holding repeat classes, and even posted "scholarships" to students for only one purpose, that is, the enrollment rate. When the results of the college entrance examination are announced every year, everyone sees only one result, not the individual results of repeat students and fresh graduates. Therefore, in the case that the education department only pays attention to the enrollment rate of the college entrance examination, public schools attach great importance to the repeat students as the growth point of the enrollment rate, and increase their investment one after another, or recruit repeat students explicitly or implicitly.
The obvious example comes from nanzhao county No.1 Middle School. In the notice of recruiting repeat students, the school said that 593 students (including students in flight, sports and art) were enrolled in the college entrance examination this year, exceeding the target tasks assigned by the county government to the school. In fact, an educator familiar with the situation told reporters that among the 58 candidates who scored first in the school this year, 2 1 were freshmen; 275 students above the second line, freshmen 1 13; There are 543 students above the third line, 253 freshmen, and the rest are other types of candidates.

In addition, repeat students with low test scores will have to pay different amounts of repeat fees to the school according to the results of the college entrance examination, in addition to the tuition and miscellaneous fees equal to those of fresh graduates. This charge is not only inconsistent, but also lacks corresponding supervision. It is often decided by schools according to their own fame and strength, and some schools even make a lot of money.
The fate of candidates under the ban
In fact, in the face of repeated classes in public schools in the province, the ban by the education department seems to be somewhat unrealistic with reality. More importantly, the ban is related to the fate of repeat students and fresh graduates.
On July 10, one month after the college entrance examination, Sun Jing (a pseudonym), a senior three student in nanzhao county, returned to the familiar classroom again and began to repeat.
Sun Jing's college entrance examination score is 5 17, which has just reached the second batch of undergraduate admission line, but there is still a certain gap with the admission line of Wuhan University. Sun Jing decided to sprint to key universities next year.
"If there are no repeat classes in No.1 Middle School, where do so many students who need to repeat classes go to school?" A graduating class teacher of nanzhao county No.1 Middle School said that in reality, many college entrance examination students fail to enter the ideal university for various reasons every year. If the government does not run repeat classes, and the repeat classes organized by social organizations are mixed, how can we ensure the grades of these repeat students? If they fail in the college entrance examination once, their quality will not be guaranteed after repeated reading, and their fate will be changed.
"It is unfair for freshmen in public schools to set up repeat classes." Xu Quanli, the head of Yingtian Senior High School in Shangqiu City, said that when public schools offer repeat classes, they all provide their own teachers to repeat students, but freshmen can't enjoy this part of resources, which is unfair. More importantly, repeat students and fresh graduates are competitors, and a large number of repeat students occupy the college enrollment places that should belong to fresh graduates.
A senior high school student in Shangqiu told reporters that many repeat students choose to repeat their studies, not because they can't be admitted to the university, but because they think they have not been admitted to the ideal school. In this case, it is a waste of educational resources and unfair to the fresh graduates.
In the face of limited educational resources and fierce competition, it is obviously necessary for the education authorities to think carefully about how to balance the interests of repeat students and fresh graduates.
