Entrusted by the people's government at the same level or the education administrative department at the same level, the institutions exercising the functions and powers of educational supervision may supervise the educational work other than those stipulated in Article 3. Fourth provinces, prefectures (cities) and counties (districts) have educational supervision institutions. The supervision organization is an administrative functional organization authorized by the people's government at the same level to exercise the educational supervision authority on behalf of the government. Established in the education administrative department at the same level, under the leadership of the people's government at the same level and its education administrative department, and under the guidance of the superior supervision organization, it exercises the educational supervision authority on behalf of the government. Fifth provincial education supervision institutions are mainly responsible for:
(a) to implement the principles, policies, regulations and rules of the national education supervision work; To formulate the relevant principles, policies and regulations of the province's education supervision work;
(two) the development of the province's education supervision work plan and guidance program;
(three) according to the relevant requirements of the provincial people's government and its education administrative departments and superior supervision institutions, organize and implement the education supervision work in the province; To supervise, inspect, evaluate and guide the education work of lower-level governments, lower-level education administrative departments and schools on behalf of the government and education administrative departments;
(four) to guide the supervision institutions at lower levels to carry out supervision work;
(5) Organizing supervisor training;
(six) summarize and reflect the experience and problems of education supervision in the province, organize scientific research on education supervision, and implement the relevant supervision and evaluation work deployed by superior supervision institutions. Sixth state (prefecture, city) education supervision institutions are mainly responsible for:
(a) to implement the principles, policies, regulations and rules of educational supervision work stipulated by the state and the province;
(two) to formulate local education supervision work plan and specific supervision and evaluation implementation plan;
(3) To organize and implement the education supervision work in the local area according to the work arrangements of the people's government at the corresponding level (administrative office) and its education administrative departments and the relevant requirements of the superior supervision institutions; To supervise, inspect, evaluate and guide the education work of lower-level governments, education administrative departments and schools;
(four) to guide the county (District) education supervision work;
(five) summarize the experience of education supervision in this region. Organize educational supervision, scientific research and implement supervision and evaluation. Seventh county (District) education supervision institutions are responsible for:
(a) the implementation of national, provincial and state (prefecture, city) education supervision principles, policies, regulations and rules;
(two) to formulate the county (District) education supervision work plan and related supervision and evaluation plan;
(three) to organize the implementation of county (District) education supervision, supervision, inspection, evaluation and guidance of the education and running of the township (town) government;
(four) summarize the experience of educational supervision and participate in the scientific research, supervision and evaluation of educational supervision. Article 8 The heads of educational supervision institutions at all levels shall be held or concurrently held by cadres at corresponding levels. Organize the establishment of personnel list. The compilation should reflect the actual situation of the region and the characteristics of ethnic education.
State (prefecture, city) supervision institutions shall be staffed according to the number of counties (districts, cities) under their jurisdiction 1: 1; County (district) supervision institutions can be approved by every 30-50 (eastern region) and 10- 15 (six states, Xining City) schools 1 person (3 persons for less than 3 persons), and the required staffing is adjusted by the local people's government. Ninth education supervision institutions should set up corresponding full-time inspectors.
The province has a governor inspector, a director inspector and a deputy director inspector, and the leaders of the provincial government in charge of education or the chief or deputy leaders of the education administrative department serve as or concurrently. The state (prefecture, city) may set up a deputy director inspector, who shall be the administrative leader in charge of education and the leading comrades of the administrative department of education respectively. The county (district) does not have an inspector or deputy director for the time being, and the administrative leader in charge of education may concurrently serve as an inspector.
Full-time inspectors of provincial, state (prefecture, city) and county (district) supervisory institutions (excluding the directors of the office of the chief inspector and deputy inspector) should account for more than half, two-thirds and three-quarters of the staff respectively. The proportion of inspector position structure is listed separately.
Full-time inspectors are nominated by the administrative department of education and approved according to the authority and procedures of cadre management. The inspector certificate is issued by the people's government at the same level.
An inspector can only perform official duties if he holds an inspector's certificate. Tenth inspectors according to the needs of the work, can hire part-time inspectors, employment measures shall be formulated by the localities according to the actual situation.
Part-time inspectors have the same powers as full-time inspectors. Article 11 The basic duties of an inspector are:
(a) to supervise and inspect the implementation of the Party's and the state's education-related principles, policies, laws, regulations and rules by lower-level governments, their education administrative departments and schools, as well as the administrative management of personnel, funds, school buildings and equipment;
(2) Assessing the educational work, educational level and educational quality of lower-level governments and their educational administrative departments and schools, inspecting the handling of matters assigned by the government, educational administrative departments and higher-level supervision institutions, and giving help and guidance to their work;
(three) to reflect the requirements of the lower levels of government and its education administrative departments, schools and educators, to investigate and study important issues in education, and to put forward opinions and suggestions for improvement to the government and its education administrative departments;
(4) Proposing awards and commendations to lower-level governments and their education administrative departments and schools that have made outstanding achievements in education, and putting forward opinions and suggestions on the appointment, dismissal, appointment, rewards and punishments of relevant cadres and teachers.
