Legal analysis: According to the principle of "relative proximity, entrance without examination and graduation", all primary and secondary schools in the main city enroll students according to the designated school district. In the school district, "household consistency" is preferred. If the households are inconsistent, their own houses shall prevail and they shall be admitted to the corresponding schools. According to the arrangement of owning houses and registered permanent residence, the number of school places in each school district will be divided into five according to the residence and registered permanent residence of school-age children, teenagers and their parents (legal guardians). That is, school-age children and their parents (legal guardians) are registered in the main city, and the real estate is located in the main city. The owner of the real estate license is one of the parents (legal guardians) and actually lives. Class B: Ancestral houses, that is, school-age children and adolescents and their parents (legal guardians) have their household registration in the main city, grandparents and grandchildren have their household registration in the same household registration book, and their parents (legal guardians) have no real estate in the main city and live in the main city with their grandparents. The owners of the real estate license are grandparents. Class C: Outdoor housing, that is, school-age children, teenagers and their parents (legal guardians) are not registered in the main city, and they buy houses in the main city and actually live. The owner of the real estate license belongs to one of the parents (legal guardians) of school-age children and adolescents. Class D: family renting, that is, school-age children, teenagers and their parents (legal guardians) are registered in the main city, and their parents (legal guardians) have no real estate in the main city and rent houses (including borrowed houses) to live. Class E: renting a house outside the home, that is, school-age children and adolescents and their parents (legal guardians) are not registered in the main city, and their parents (legal guardians) work and do business in the main city, have no real estate in the main city, and have rented a house in the main city for more than half a year.
Legal basis: Article 12 of the Compulsory Education Law of People's Republic of China (PRC) exempts school-age children and adolescents from the entrance examination. Local people's governments at all levels shall ensure that school-age children and adolescents are enrolled in the nearest place where they are registered.
School-age children and adolescents whose parents or other legal guardians work or live in non-registered places receive compulsory education where their parents or other legal guardians work or live, and the local people's government shall provide them with equal conditions for receiving compulsory education. Specific measures shall be formulated by provinces, autonomous regions and municipalities directly under the Central Government.
The education administrative department of the people's government at the county level shall ensure that the children of military personnel within their respective administrative areas receive compulsory education.
