Measures for the implementation of national defense education in Sichuan Province
Chapter I General Provisions Article 1 In order to popularize and strengthen national defense education, enhance citizens' national defense awareness, carry forward the spirit of patriotism, and promote national defense construction and socialist spiritual civilization construction, these implementation measures are formulated in accordance with the National Defense Education Law of People's Republic of China (PRC) and other laws and regulations, combined with the actual situation in Sichuan. Article 2 China citizens living in the administrative area of Sichuan Province should consciously receive national defense education; All state organs, armed forces, schools, enterprises, institutions and social organizations should carry out national defense education. Article 3 People's governments at all levels shall incorporate national defense education into the overall planning of spiritual civilization construction, the national education system and the education plans of universities, primary schools and secondary schools, and regard national defense education as the content of supporting the government and loving the people, supporting the army and giving preferential treatment to its members, and jointly building the army and the people and evaluating leading cadres. Article 4 People's governments at all levels shall support, encourage, guide and regulate social organizations and individuals to carry out activities beneficial to national defense education, and commend and reward organizations and individuals that have made outstanding contributions to national defense education. Article 5 People's governments at all levels shall lead the work of national defense education within their respective administrative areas. Resident military units shall assist and support local people's governments to carry out national defense education. Article 6 Through national defense education for the whole people, the state enables citizens to enhance their national defense concepts, master basic national defense knowledge, learn necessary military skills, stimulate patriotic enthusiasm, and consciously fulfill their national defense obligations. Article 7 National defense education should adhere to the principles of participation by the whole people, long-term persistence and paying attention to actual results, and implement the principles of combining regular education with centralized education, combining popular education with key education, and combining theoretical education with behavioral education, and determine the corresponding educational contents for different objects and organize their implementation in different categories. Article 8 The main contents of national defense knowledge education are to learn national defense theory, national defense history, national defense legal system, national defense common sense, national defense science and technology, national defense economy, national defense situation, national defense sports and civil air defense. Ninth leading cadres at all levels, active servicemen, militia and reserve personnel, institutions of higher learning, senior middle schools and students equivalent to senior middle schools receive key education; Other personnel receive universal education. Chapter II Division of Responsibilities in National Defense Education Article 10 Provincial defense education institutions shall lead the national defense education work in the whole province. Provincial national defense education institutions set up offices in the military service organs of the provincial government, responsible for the daily work of provincial national defense education institutions.

City, state and county (city, district) national defense education institutions organize, guide, coordinate, supervise and inspect the national defense education within their respective administrative areas.

National defense education institutions at all levels carry out their work under the leadership of party committees, governments and military organs at the same level, and accept the guidance of national defense education institutions at the next higher level. Article 11 Propaganda departments at all levels shall be responsible for the national defense education of state functionaries, guide the public opinion propaganda work of national defense education in the whole society, formulate national defense education plans for state functionaries, organize state functionaries to carry out national defense education, and regularly report the national defense education work to national defense education institutions. Article 12 Education administrative departments at all levels shall be responsible for national defense education in various schools, issue national defense education plans to students, guide, inspect and supervise the implementation of national defense education in the education system, and regularly inform national defense education institutions about the development of national defense education. Thirteenth economic and trade administrative departments at all levels and relevant competent departments are responsible for the national defense education of employees of enterprises and institutions, formulate national defense education plans for employees of enterprises and institutions, organize national defense education for employees in a timely manner, and regularly notify national defense education institutions. Trade unions at all levels assist in national defense education. Article 14 Civil affairs departments at all levels should combine national defense education with the activities of supporting the army and giving priority to family members, and incorporate them into the evaluation content of creating a "model city of double support" (county or district), and actively support and cooperate with national defense education institutions to do a good job in national defense education for the whole people. Fifteenth administrative departments of culture, press and publication at all levels shall incorporate national defense education into the annual work plan, carry out various artistic forms of national defense education activities, and organize the editing and publication of national defense education publications. Sixteenth governments at all levels should support national defense education and implement the necessary funds for national defense education. Article 17. Under the leadership of local Party committees and governments, military sub-divisions and people's armed forces departments are responsible for the daily work of national defense education institutions, coordinate relevant departments to actively do a good job in national defense education in their own areas, and do a good job in national defense education of their subordinate troops, militia and reserve personnel. Eighteenth radio, film and television administrative departments at all levels, trade unions, the Communist Youth League, women's federations and other relevant social organizations should give full play to their own advantages and professional characteristics, and actively carry out national defense education and publicity. Article 19 Sub-district offices and town (township) people's governments are responsible for national defense education within their respective jurisdictions, and incorporate it into the important content of spiritual civilization construction, and carry out national defense education for residents and villagers in combination with conscription work, supporting the army's dependents and major festivals and anniversaries.

Urban community residents' committees and rural villagers' committees may employ ex-servicemen to assist in national defense education. Chapter III National Defense Education for All Article 20 Education administrative departments at all levels shall incorporate national defense education in schools at all levels into their normal teaching plans, strengthen the organization, guidance, supervision and inspection of national defense education in schools, and implement national defense education for students of different ages and levels. Article 21 All kinds of primary schools and junior middle schools should incorporate the content of national defense knowledge education into relevant courses, combine classroom teaching with extracurricular activities, and carry out national defense education for students.

All kinds of primary schools and junior high schools should arrange enough national defense education courses every semester, and employ personnel from military units in the field as off-campus counselors as needed to assist schools in carrying out various forms of national defense education activities.

Conditional primary schools and junior high schools can organize students to carry out juvenile military school activities with the theme of national defense education. The administrative department of education and other relevant departments shall strengthen the guidance on the activities of juvenile military schools.
