The organization code is a "unique" and unchangeable code identification issued nationwide by organs, enterprises, institutions, social organizations and other organizations registered in People's Republic of China (PRC) according to law.

1998 when Huaihua was founded, the Zhong Fang County Education Bureau was established by the former Huaihua Education Bureau. On May 27th, 2007, it was moved from Hezhou Road in Huaihua City to Zhong Fang Eco-city. At present, there are 66 public schools, 42 teaching points and 8 private schools (including private kindergartens) in the county.
