Main responsibilities:

(a) to study and formulate the city's education development plans, plans and important rules and regulations, and to inspect and supervise the implementation of the party and state policies on education and relevant laws, regulations and policies by the county, district government and education administrative departments.

(II) Overall planning, coordinating and guiding the reform of the education system and school-running system, rationalizing the internal and external relations of education, thoroughly implementing Scientific Outlook on Development, fully implementing quality education, establishing a modern education system and operating mechanism that is compatible with economic and social development, striving to run schools of all levels and types well, comprehensively improving the quality of education and promoting the comprehensive, coordinated and sustainable development of education.

(three) comprehensive management and guidance of the city's basic education, vocational and technical education, adult education and private education, centralized management of the city's academic education and examination work; Plan and guide the work of eliminating illiteracy among young people.

(five) to assist the relevant departments to formulate the development plan of higher education, and to cooperate with the Provincial Department of Education in the inspection and evaluation of the teaching quality and running level of municipal colleges and universities. Assist and guide colleges and universities to strengthen employment guidance and services for students.

(six) to guide the ideological and political work, moral education, spiritual civilization construction and safety and stability work of schools at all levels, and to make overall plans to guide the sports health art education and national defense education of schools at all levels.

(seven) overall planning and guidance of all kinds of school teachers and education administrative cadres, responsible for the construction of school leadership, responsible for the training of all teachers.

(eight) responsible for the development of high school education enrollment plan, coordinate and guide the enrollment plan of compulsory education in counties and districts under their jurisdiction, and inspect and supervise the completion of the plan.

(nine) to organize the implementation of the city's primary and secondary schools, vocational schools and kindergartens; Guide the reform of the school's internal management system; Responsible for the transfer of teachers in and out of the municipal education system and the municipal education system; Assist relevant departments to do a good job in employment guidance for college graduates.

(ten) responsible for the overall management of education funds in this department, and participate in the formulation of relevant policies for raising education funds, education funding and education infrastructure investment; In conjunction with relevant departments, formulate education funding plans, charging items and standards, and be responsible for supervising the implementation of compulsory education security funds;

Statistics and supervision of the county and district government education fund raising, investment and use; Guide the reform of compulsory education funds guarantee mechanism and the financial assistance for students from poor families in colleges and secondary vocational schools.

(eleven) to implement the national language policy, the implementation of language norms and standards, to guide the promotion of Putonghua and Putonghua teacher training.

(twelve) to manage the foreign exchange of the education system and be responsible for the educational exchange with foreign countries, Hong Kong, Macao and Taiwan.
