Since the "Eleventh Five-Year Plan", Zhejiang Province has strengthened the development of digital education resources, implemented the Zhejiang Education Resources Construction Plan (2008-20 10), modern distance education projects in rural primary and secondary schools, excellent courses in higher education, digital libraries in universities and other construction projects, and promoted the construction of digital education resources in the whole province. In terms of basic education, Zhejiang Education Resource Network has been established with three characteristics, namely, special-grade teacher network studio, rural young teacher growth network studio and subject cooperation group, with more than 50,000 daily visits. More than 200 national top-quality courses have been established in higher education, and the digital library has been initially built and partially put into use; In most areas, three-level educational resource application websites at city, county and school (school) have been initially established to provide resources for teachers' daily education and teaching. Although the construction of educational resources in our province has achieved certain results, with the continuous advancement of educational development and reform and the rapid development of modern information technology, the contradiction between the construction of educational resources and the requirements of educational modernization, various educational development needs, the service ability of resource application platform and the requirements of individual learning intelligence and personalized service is becoming increasingly obvious. In terms of resource construction, the top-down construction mechanism is often adopted, and there is a certain gap between the construction resources and the actual use demand. Provinces, cities, counties (cities, districts) and schools have invested considerable manpower, material resources and financial resources in resource construction. However, due to the failure to form an effective co-construction and sharing mechanism, resource construction has not formed a joint force, and the enthusiasm and initiative of all aspects of educational resource construction are not high. In the application of resources, static resources are simply piled up and the utilization rate is not high. Lack of high-quality educational resources for interactive participation and collaborative participation. The built high-quality resources lack the establishment of application promotion and feedback mechanism, which makes the resources unable to be effectively applied and optimized.

2. Main construction contents
