The construction of online teaching resource database and resource application service support platform based on policy requirements is a basic work, especially important, and an important part of educational informatization, with the aim of better promoting the popularization and sharing of high-quality educational resources. Therefore, it is of more practical significance to study and explore the construction of educational resource database. This paper attempts to put forward the direction and thinking of the construction of digital educational resources in our province through the analysis of the present situation of the construction of educational resources in our province.

Firstly, it analyzes the present situation of the construction of educational resources in our province.

Since the "Eleventh Five-Year Plan", Zhejiang Province has strengthened the development of digital education resources, implemented the Zhejiang Education Resources Construction Plan (2008-20 10), modern distance education projects in rural primary and secondary schools, excellent courses in higher education, digital libraries in universities and other construction projects, and promoted the construction of digital education resources in the whole province. In terms of basic education, Zhejiang Education Resource Network has been established with three characteristics, namely, special-grade teacher network studio, rural young teacher growth network studio and subject cooperation group, with more than 50,000 daily visits. More than 200 national top-quality courses have been established in higher education, and the digital library has been initially built and partially put into use; In most areas, three-level educational resource application websites at city, county and school (school) have been initially established to provide resources for teachers' daily education and teaching. The ability and enthusiasm of teachers and students to apply digital resources have been improved, the development and application pattern of digital educational resources has taken shape, and the construction of digital educational resources in the province has begun to take shape.

Although the construction of educational resources in our province has achieved certain results, with the continuous advancement of educational development and reform and the rapid development of modern information technology, the contradiction between the construction of educational resources and the requirements of educational modernization, various educational development needs, the service ability of resource application platform and the requirements of individual learning intelligence and personalized service is becoming increasingly obvious. At present, the educational resources in our province are not rich enough in content-basic education resources are mainly limited to compulsory education, preschool education and high school education are weak, and resources for students are scarce; Vocational education lacks provincial sex education resource bank to support professional curriculum reform; The high-quality curriculum resources of higher education are scattered and not fully integrated and shared; The form and content of special education resources need to be studied and practiced; Teachers' continuing education needs innovative training mode to promote professional development; Lifelong learning resources can not meet the diversity and individuality requirements of different learners. In terms of resource construction, the top-down construction mechanism is often adopted, and there is a certain gap between the construction resources and the actual use demand. Provinces, cities, counties (cities, districts) and schools have invested considerable manpower, material resources and financial resources in resource construction. However, due to the failure to form an effective co-construction and sharing mechanism, resource construction has not formed a joint force, and the enthusiasm and initiative of all aspects of educational resource construction are not high. In the application of resources, static resources are simply piled up and the utilization rate is not high. Lack of high-quality educational resources for interactive participation and collaborative participation. The built high-quality resources lack the establishment of application promotion and feedback mechanism, which makes the resources unable to be effectively applied and optimized.

Second, the idea of building educational resources

The construction of digital education resources in our province covers all stages from basic education to lifelong education, with many users and great differences, diverse contents and forms, and relatively complicated construction. Combined with some problems existing in the current resource construction and application, the following construction ideas are explored:

The ultimate goal of the construction of educational resources is to serve education and teaching. Therefore, resource construction should be demand-oriented, proceed from the actual needs of education and teaching, and fully consider the actual needs of teachers and students. Through discussion, investigation, questionnaire distribution, and summary of previous resource construction projects, we can understand the actual needs of various types of education in our province for digital resources, and put forward the construction objectives and contents.

1. Main construction targets

In order to alleviate the demand contradiction of various educational resources, we will basically build a provincial-level sex education and teaching resource database covering basic education, secondary vocational education, higher education, special education, teachers' continuing education, community and lifelong education, and strengthen the construction of digital education resource system; In order to improve the service ability of resource application platform, Zhejiang Education Resource Network is the core, and various educational resource websites are integrated to provide learners with personalized digital learning environment and massive learning resources, and a digital lifelong learning support service platform based on cloud computing technology is constructed. Finally, the goal of establishing a multi-level, intelligent and open digital education resource database and a digital lifelong learning support service platform will be realized, which will fully support the needs of teachers' education, teaching and professional development, stimulate students' interest in learning and take the initiative to participate, cultivate students' autonomous learning ability, meet the learning requirements of all kinds of learners, and form a pattern of wide application of resources.

2. Main construction contents

(1) Digital Education Resource Library

The first is basic education. In order to promote the construction and utilization of curriculum resources in primary and secondary schools, provide relatively complete classroom teaching resources and build a subject resource library covering all learning periods; Cooperate with the new curriculum reform of senior high school, promote diversified running of senior high school, balance the differences of running conditions, enrich curriculum resources, promote the individualized development of students, and build multi-disciplinary and multi-type elective online courses in senior high school; In order to vigorously carry out network-based subject teaching and research, resource gathering, exchange and discussion and teaching guidance activities, various online education communities such as special-grade teacher (education expert) studios, subject network teaching and research groups, and education and teaching forums are established; Open up online learning and activity channels for students in the province and build an independent learning environment for students; Establish an educational resource supermarket with complete content, various forms and convenient purchase, encourage resource manufacturers, educational institutions and teachers to actively build high-quality resources, and form a paid sharing and resource exchange platform to meet the diverse learning needs of learners.

The second is vocational education. In order to strengthen the construction of professional teaching resources involving advanced manufacturing, modern service industry, modern agriculture, new energy, new materials and other emerging industries, and promote the curriculum reform of secondary vocational education in our province, we have built educational teaching resources covering 28 majors, including multimedia teaching materials, teaching plans, multimedia courseware, online courses, project teaching cases, training fax software and so on. Build professional network studios and educational forums to form the main position of vocational education and teaching exchange; Establish an examination question bank system with vocational skill certificate examination questions as the main content, and provide skill knowledge test and guidance; Establish the school construction mechanism of vocational education digital resources development base, improve the capacity of digital education resources construction in vocational schools, and establish a team of resource construction teachers.

The third is higher education.
