The disciplinary rules of primary and secondary education are mainly based on the Law on the Protection of Minors, the Education Law, the Code for Middle School Students and many other specific legal norms and rules.

Article 1 These Measures are formulated in accordance with the relevant provisions of the Regulations on Disciplinary Actions in Primary and Secondary Education (for Trial Implementation), the Education Law of the People's Republic of China, the Law on the Protection of Minors in People's Republic of China (PRC), the Regulations on the Management of Compulsory Education Schools and the Regulations on the Work of Class Teachers, and in combination with the actual educational work.

The disciplinary rules of primary and secondary schools include: naming and criticizing, reviewing, adding extra public welfare tasks, standing guard, teaching, expulsion, suspension from school, etc. There are three types of disciplinary rules in primary and secondary schools: ① general educational punishment, ② heavy educational punishment and ③ heavy educational punishment. The main purpose of disciplinary rules is to educate people and further protect and standardize schools. The rules stipulate the rights and obligations of students and teachers, mainly to protect the legitimate rights and interests of students and promote the healthy growth of students, and this is a rule formulated according to various laws such as the Education Law!

Disciplinary rules stipulate strict restrictions on suspension and suspension of classes. According to the regulations, schools should follow and meet the following objectives, conditions and procedural requirements when implementing suspension education and punishment:
