In order to implement the spirit of the Third and Fourth Plenary Sessions of the Eighteenth Central Committee of the Party, comprehensively promote the administration of education, enrollment and schools according to law, perform government duties, actively and steadily promote the enrollment reform in compulsory education in accordance with the overall requirements of deepening comprehensive reform in the field of education, effectively reduce the excessive academic burden of students and the economic burden of parents, and promote the balanced development of compulsory education. According to the spirit of "Compulsory Education Law of People's Republic of China (PRC)" and "Private Education Promotion Law of People's Republic of China (PRC)", and in accordance with the requirements of "Notice of Yunnan Provincial Department of Education on Forwarding the Implementation Opinions of the Ministry of Education on Further Doing a Good Job in Entrance Examination-free Nearby in Primary Schools" (Yunjiaoji [2014] No.5), combined with the actual situation of our city, we hereby notify the relevant work of enrollment in compulsory education as follows.
I. Enrollment Plan
The city's primary schools plan to enroll 83,500 students, and all school-age children can enter school, with an enrollment rate of over 99.9%; Junior high school plans to enroll 77,300 students, and all school-age teenagers can enroll, and the enrollment rate can reach over 99.9%.
The education administrative department at the county level shall, according to the number, registered permanent residence, residence, school size and traffic conditions of school-age children and adolescents, scientifically prepare the enrollment plan of compulsory education schools within its jurisdiction, reasonably delimit the enrollment scope, and announce it to the public. Private schools that fail the annual inspection shall not enroll students.
Second, compulsory education enrollment policies and regulations
(a) to ensure that school-age children and adolescents receive compulsory education according to law.
1. The county-level government should conscientiously implement the relevant laws and regulations of the state, province and city, according to the "Twelfth Five-Year" education development plan of Kunming, and according to the adjustment of the layout of compulsory education schools and the changes of resident population and floating population, constantly optimize the resource allocation in the region, expand the coverage of quality education resources, enhance the service function, actively adapt to social needs, and promote the balanced development of compulsory education in the region. It is necessary to ensure that every registered school-age child in the jurisdiction has a public degree according to law, so that the coverage of compulsory education responsibility area is 100%, leaving no blind spots and blind spots.
2. Further promote school districts. The education bureaus of counties and districts should refine the school-running work plan, define the development goals, give full play to the radiation function of high-quality education resources through the integration of prestigious schools, promote the integration and sharing of school resources in the compulsory education stage of school districts, increase the overall planning of primary schools and junior high schools in school districts, actively explore the nine-year school-based management, comprehensively improve the management level, improve the teaching quality, and promote the balanced development of compulsory education.
3. Conscientiously implement the policy of benefiting the people through education. We will conscientiously implement the subsidy policy for poor students such as children with disabilities, children from economically disadvantaged families in urban and rural areas, children of landless peasants, and children of laid-off workers in enterprises. Do a good job in enrolling children of active servicemen stationed in Kunming. Implement relevant preferential policies for returned overseas Chinese students, children of returned overseas Chinese, children of overseas Chinese and students in Taiwan Province Province. Do a good job in compulsory education for left-behind children in rural areas.
4. Effectively solve the problem of equal access to compulsory education for children of floating population. The education administrative departments of all districts in the main city should, in combination with the actual situation and relying on the public security departments, streets, communities and kindergartens, pre-register the children who move with them, find out the base, and make overall and reasonable arrangements for their enrollment. County Education Bureau, public security departments, neighborhood offices and schools should enhance their service awareness in accordance with the notice requirements of the General Office of Kunming Municipal People's Government on Forwarding the Measures for the Administration of Children of Migrant Workers in Compulsory Education in Kunming (Trial). In areas where the floating population is concentrated, it is necessary to set up registration consultation points, publish admission guides, simplify procedures and register directly, and the registration time should be synchronized with the children of local residents. The office of the leading group for compulsory education enrollment in Kunming will announce the registration consultation points in the main city to the public through the media in due course.
The processing time of Kunming Temporary Residence Permit held by migrant workers must be before February 28th.
5. Continue to do a good job in the enrollment of children of floating population in the process of urbanization. Where the children of the agricultural transfer population who have gone through the household registration formalities in Kunming receive compulsory education and enjoy the same treatment as the children of local residents, the government of the place where they moved in will give priority to attending all public schools; The children of Kunming's agricultural transfer population who have not gone through the settlement procedures shall be arranged by the local government in accordance with the principle of "the inflow government gives priority and the public schools give priority".
6. Do a good job in enrolling students in special education schools. Education administrative departments at all levels should take the initiative to strengthen communication with local disabled persons' federations, conscientiously do a thorough investigation of disabled school-age children and adolescents, and provide guidance and services for every school-age disabled child and adolescent to ensure that they enter school on time. Any ordinary school shall not refuse to accept disabled school-age children and adolescents with general education ability to study in regular classes, and shall actively provide help for their study and rehabilitation. Kunming School for the Blind and Deaf is responsible for the enrollment of children and adolescents with hearing and language disabilities and visual disabilities in the city, and Wuhua Meng Xin School, Panlong School for the mentally retarded, Xundian Special Education School and Yiliang Special Education School are responsible for the enrollment of children and adolescents with intellectual disabilities within their respective jurisdictions.

Admission to public primary schools "is based on registered permanent residence and actual place of residence, with actual place of residence as the main place, and admission is free, nearby or relatively nearby"; There should be 45 students in each class in public primary schools, and all public primary schools should announce the registration time, enrollment plan, lottery scope and information needed for registration before July 25. The main city can explore the priority admission policy of "consistency between people and households" in combination with the actual situation in this area. Private primary schools enroll students independently.
3. Registration time. The enrollment time of public primary schools in Panlong, Wuhua, Guandu, Xishan and Chenggong districts is from August/KLOC-0 to August 5, and other counties and districts will complete enrollment of public primary schools before August 1 0. Private primary schools can be carried out one month in advance.
4. Strengthen management. Counties and districts should, in light of the actual situation, formulate enrollment plans for the first grade primary schools within their respective jurisdictions. Education administrative departments at all levels and all kinds of schools should strengthen the information management and service platform construction of primary school enrollment, and conscientiously do a good job in the collection and collation of school-age children's enrollment information. No school may conduct entrance examinations.
(C) junior high school first-year enrollment work
1. Public junior high school first-year enrollment.
In accordance with the principle of "municipal overall planning, focusing on districts (counties), regional linkage and giving consideration to fairness", we will steadily promote the allocation of enrollment quotas for the first grade of public junior high schools. Departments and schools at all levels should strictly implement the policy of "free, free of test, near or relatively close to the distribution of enrollment" and strictly regulate the management of enrollment distribution from primary school to junior high school.
(1) Public junior high schools implement the principle of "one school with single points or more points, nine-year consistent campus, combined with the location of the household registration (or the actual residence where people live separately), and free, nearby or relatively nearby admission". This year's dicing admission plan will be distributed to 50 students in each class, and the number of students in sports outlets will be included within 5% in schools with traditional sports characteristics. The education administrative departments at two levels in urban areas should strengthen the cultivation and construction of campus football characteristic schools.
(2) County admissions offices and schools must strictly complete the planned tasks. Any school shall not enroll students without approval, and shall not enroll students in the form of "in-school classes" or "key classes" in disguise. Students who are not enrolled in primary schools according to the enrollment area of the school will not be assigned to hot junior high schools upon graduation. Students who have been assigned to public junior high schools for three years are eligible to apply for orientation and merit-based admission to ordinary senior high schools upon graduation.
(III) Wuhua, Panlong, Guandu, Xishan and Chenggong five districts should give priority to the areas according to the situation of primary school graduates, and at the same time, give full consideration to the enrollment scope formed in history, rationally allocate, take the overall situation into consideration, maintain stability, put forward the enrollment allocation plan from primary schools to junior high schools within their jurisdiction, and report it to the office of the Leading Group for Compulsory Education Enrollment for approval before implementation. Other counties shall be organized and implemented by the administrative department of education as required, and the distribution plan shall be reported to the office of the leading group for compulsory education enrollment in Kunming for the record.
(4) Primary school graduates who can't attend school graduation due to urban transformation and lack of supporting schools in new residential areas can apply to the education department of their place of residence for arranging junior high schools according to their actual places of residence by attending primary schools, and in principle, hot schools are not arranged. A very small number of students who really have special difficulties and can't enter the school at the designated scribing point can submit a written application and relevant certificates by their parents, and the Kunming Compulsory Education Admissions Leading Group Office will arrange admission according to the actual situation.
(5) The sixth-grade students of Kunming primary school who are studying in different districts of Kunming can take the primary school graduation examination at school and be assigned to the original primary school junior high school. If you need to go back to the junior high school where your household registration is located, you can submit a written application to the education department where your household registration is located by attending the primary school. The primary school and county education bureau will review the relevant certification materials, summarize the list of qualified students and materials, and then transfer them to the county education bureau where your household registration is located within the specified time, and the county education bureau will arrange for you to study.
(6) If private primary school graduates need to apply for a public degree, the school should submit a written application to the local education department before June 10 to make overall arrangements for eligible students to study.
(7) If the fresh graduates of Kunming Household Registration Primary School who have not studied in Kunming need to apply for a public degree, their parents or legal guardians shall submit a written application to the education department where the household registration is located before June 30, and the local education bureau will make overall arrangements.
(8) Junior middle schools are not allowed to accept students who have been assigned to other schools without authorization. Receiving students who are not assigned to other schools, education administrative departments at all levels shall not apply for junior high school status for them.
2. Private junior high school first-year enrollment.
From now on, all private junior high school students studying in this city will be admitted in full without taking the test, and they will not be allowed to take the cultural test, or take the Olympic Mathematics test or other academic scores as the basis for admission, or pass the examination of training institutions. Private junior high schools enroll students independently according to the principle of "unified registration, free entrance examination and two-way choice". Limited to private junior high schools to accept students to register in Kunming private education network. Unrestricted private junior high schools organize and implement enrollment registration under the guidance of county-level education administrative departments.
Private junior high schools have limited admission methods: when the number of registration information confirmed by private junior high schools is less than or equal to the number of enrollment plans, all schools are exempt from the examination; When the number of enrollment information confirmed by private junior high schools is greater than the number of enrollment plans, they will be admitted according to the method of "computer random number selection+independent enrollment", 50% of enrollment plans will be selected by computer random number, and 50% of enrollment plans will be admitted by schools independently.
Students who have been admitted to private schools and gone through relevant procedures will no longer participate in counterpart public junior high schools; Students who have not been admitted to private junior high schools will return to their school status or domicile to participate in public junior high schools.
In order to maintain the normal teaching order of primary schools and ensure the orderly diversion of primary schools to junior high schools, the independent enrollment time of private junior high schools is uniformly arranged after the academic evaluation of primary school graduates, that is, after June 20, no school may enroll students in advance without authorization. Private schools entrusted to recruit students at public expense shall be subsidized in accordance with the standards stipulated in relevant documents.
(4) Do a good job in the academic evaluation of students in compulsory education.
1. Evaluation of the academic level of primary school graduates. Education administrative departments at all levels should effectively manage and monitor the quality of primary school teaching, reflect the development direction and training objectives of compulsory education, and adopt the method of grading and encouraging comments to comprehensively evaluate students' morality, intelligence, physique and beauty. The cultural examination of primary school graduates is unified with the final examination, with three subjects: Chinese, mathematics and English. The time is unified in June 18 and June19; Other subjects as examination subjects, the time is arranged by the school itself. County, district education administrative departments and teaching and research departments should effectively organize, guide and check the work of proposition, ensure the quality of proposition, and strengthen the organization and management of examination.
2. Evaluation of junior high school students' academic level. Junior high school students' academic evaluation work is organized and implemented according to the relevant requirements of provinces and cities.
3. The comprehensive quality evaluation of junior middle school students. In order to comprehensively, objectively and truly reflect the development and growth process of students in compulsory education, we will continue to evaluate the comprehensive quality of students in all compulsory education stages in the city.
Third, strengthen organizational leadership and purify the working environment.

Education administrative departments at all levels and all kinds of schools should thoroughly implement the spirit of the Third and Fourth Plenary Sessions of the 18th CPC Central Committee, promote "educational equity" and build a "harmonious society" as the starting point, enhance their sense of responsibility and mission, and promote the healthy and rapid development of education in our city. The director of the county education bureau and the principal of the school are the first responsible persons for enrollment, and they should implement the responsibility of the party and government leaders in accordance with the requirements of the responsibility system for building a clean and honest government. The Municipal Education Bureau shall sign a letter of responsibility for enrollment management with the County Education Bureau.
Standardize management, strict enrollment discipline.
Education administrative departments at all levels should closely cooperate with public security, health, community, confidentiality and other departments, formulate job responsibilities, clarify responsibilities and tasks, improve post operation procedures, strengthen discipline education for staff, strictly implement the relevant confidentiality and safety regulations formulated by the state and the province, take effective measures, implement all work links, and ensure the smooth development of all work to be foolproof.
